Mr. Matthew Dauphinais has served as the Chief of Staff of the DLA Joint Reserve Force (J9) since January 2026. In this capacity, Mr. Dauphinais manages DLA J9 full-time functional teams responsible for military human resources, training, operations, mobilizations, knowledge management, budget management, risk management, and strategic planning for a reserve force of nearly 400 personnel. Additionally, he oversees operational coordination and guidance for reserve force missions across five Major Subordinate Commands (MSCs), three regional commands, six J-Codes, and multiple D-Staff ensuring the organization's strategic plan, mission, vision and values are integrated into the team's strategies, goals, objectives, work plans, work products, and services. Prior to his current assignment, Mr. Dauphinais served as a Strategic Planning and Program Analyst with the DLA J9, leading numerous programs to find process efficiencies and implement strategic guidance relative to the employment of reserve forces to support the DLA mission.
Mr. Dauphinais grew up in South Hadley, Massachusetts and entered the Air Force Reserve in November 2005 as an Air Transportation Specialist. Throughout his twenty-year career, Mr. Dauphinais held a myriad of air transportation logistics assignments and leadership positions, including multiple deployments in support of Operation Iraqi Freedom and has held key strategic positions at the 609th Air Operations Center, United States Africa Command, and HQ Air Force Reserve Command. At the culmination of his military career, Mr. Dauphinais served as the Individual Mobilization Augmentee to the Command Chief for the Assistant Secretary of the Air Force, Manpower & Reserve Affairs, Washington, D.C. advising on manpower, military and civilian personnel, reserve component affairs and readiness support affecting more than 700,000 Department of the Air Force Airmen and Guardians to advance human capital strategies across the Regular Air Force/Space Force, Air Force Reserve, and Air National Guard.
Mr. Dauphinais holds a Master’s degree in Transportation and Logistics Management from American Military University, a Bachelor’s degree with a Business Administration Concentration from the University of Massachusetts, and an Associate’s degree in Transportation Management from the Community College of the Air Force. His military education includes Non-Commissioned Officer Academy, Senior Non-Commissioned Officer Academy, Senior Enlisted Joint Professional Military Education I & II, and the Chief Leadership Course. While at DLA he was also selected for participation in the DLA Executive Development Program. Mr. Dauphinais is a current Doctoral Candidate pursuing a Doctor of Business Administration degree with expected conferment in 2026.
His decorations and awards include the Legion of Merit (2), Defense Meritorious Service Medal (2), Meritorious Service Medal, Air and Space Commendation Medal, Air and Space Achievement Medal (4), Meritorious Civilian Service Award, and various campaign, unit, and service awards.
