RICHMOND, Va. –
Defense Logistics Agency Aviation’s employees received Employee of the Month Awards for September and October on Dec. 15, 2016 in a ceremony hosted by DLA Aviation’s Deputy Commander Charlie Lilli on Defense Supply Center Richmond, Virginia.
The September EOM is Jason Thompson, procurement analyst for DLA Aviation’s Procurement Process Support Directorate in Richmond, Virginia. Sheila Mills-Lugo, a management analyst with Defense Logistics Agency Aviation at Warner Robins, Georgia, earned the October EOM Award.
Procurement Process Support Directorate’s Donna Carter, chief of Procurement Policy and Contract Review Branch nominated Thompson for going above and beyond in his efforts supporting the customer.
In the nomination packet Carter stated that Thompson was assigned seven Federal Acquisition Regulated parts, including three complex parts that required highly visible and urgent efforts on his part with First Article and Production Lot Testing, the Contractor Performance Assessment Reporting System, and Product Quality Deficiency Reports.
She said, Thompson is a primary member of the PQDR team, which was involved in developing the PQDR procurement guidance, its training material, and in presenting it to the workforce.
According to Carter, some of the issues Thompson identified were: critical safety items being moved, deleted critical clauses and an out-of-date CSI checklist. He developed an interim solution for the problem areas while coordinating with his directorate’s leadership and with DLA Aviation’s Counsel and then presented the proposed guidance to DLA Headquarters in an effort to help them prepare for the Government Accountability Office audit.
In addition, Thompson is the DLA Aviation form maintainer and assists other analysts in designing and implementing their forms. “He is a mentor and has demonstrated to others how a buyer uses EProcurement to make an award, explaining about FATs, PLTs, and lessons learned when receiving comments from the team leads and the supervisor,” said Carter.
Carter added, Thompson is an invaluable member to the policy team and is an asset to the Procurement Process Support Directorate.
Noreen Lutz, a supervisory management analyst at DLA Aviation at Warner Robins, nominated Mills-Lugo, said, “Mrs. Lugo was the key and an integral part of the success of our 2017 strategic planning efforts and is an exemplary member of our DLA Aviation Warner Robins Team.”
Mills-Lugo provides direct support to the site commander. She developed and promoted the activity’s four day 2016 Strategic Plan Offsite in October. She was the point of contact for 27 supervisors as well as the facilitator. She also prepared and presented the Strategic Plan on Audit Readiness to offsite attendees.
According to Lutz, her tireless efforts resulted in the successful outcome of the activity’s 2017 Strategic Plan and a tri-fold for distribution to the workforce. In addition to the tri-fold, Lutz said, “Her tireless efforts supported completion of work products, to wit, a six process improvement opportunities, nine engagement opportunities, three plan of actions and milestones, a 2017 Culture Action Plan, a "Way Forward" for Aviation Process Excellence, a Resiliency Plan of Action and an Audit Readiness Preparedness Plan.
Mills-Lugo said she was very grateful to her supervisor, commander, and the awards committee for being nominated and selected.
“I truly love my job with DLA Aviation at Warner Robins and the opportunity to serve as coordinator for our Strategic Planning Offsite in October was a great learning experience,” said Mills-Lugo.
