Distribution’s Kautz honored for acquisition excellence

By DLA Distribution Public Affairs

Donna Kautz, DLA Distribution supervisory contract specialist, was honored with the Acquisition Excellence Award at the Agency’s 51st annual employee recognition ceremony Dec. 13 for her work in the efficient award and management of several facilities-related contracts.

DLA director Army Lt. Gen. Darrell Williams, along with Distribution’s commanding officer Navy Supply Corps Rear Adm. Kevin Jones, were on hand to present the award at the McNamara Headquarters Complex Auditorium, Fort Belvoir, Virginia.

“Ms. Kautz’s commitment and dedication to her team and customers directly align with the Always Accountable Lines of Effort within DLA’s strategic plan.  She is always striving to find better acquisition strategies and innovative ways to meet customer’s needs while reducing costs,” said DLA Distribution Acquisition Operations director Gene Surmacz.

Currently, Kautz is managing two Multiple Award Task Order Contracts (MATOC) for construction services for DLA Distribution Susquehanna, Pennsylvania.  One set of the contracts allowed for the placement of orders for facility maintenance, repair and minor construction, while the other was for paving work. The contracts allow for short Time to Award for individual tasks and are most efficient in using budget dollars, as they service as a vehicle for quickly awarding requirements.

Additionally, both MATOCs were Small Business set asides, with additional set-asides built in for Woman-Owned Small Business and Service-Disabled Small Business to further the DLA Distribution socio-economic objectives.

Kautz also led the effort to execute a long-term Indefinite Quantity/Indefinite Deliver contractor for installation of racking at DLA Distribution’s worldwide sites.

She negotiated a discount of 10 percent on material costs upon placing an order totaling $5 million. In its first year, DLA Distribution exceeded the order total, and it is anticipated that the total contract savings to the government in fiscal year 2018 will be $900,000.

“Ms. Kautz has gained a trust and confidence from her customers based on her ethical behavior, reliability, cost-consciousness and sound business processes.  Her efforts have positively impacted not only DLA Distribution, but DLA as an agency,” said Surmacz.
