Program and nomination information: The Department of Defense has announced the opportunity to nominate individuals for the Defense Civilian Emerging Leader Program for 2019.
DCELP is a cohort and competency-based leadership development program for current and emerging leaders in GS/WL/WS grades 7 through 12.
DCELP provides a comprehensive blueprint for professional development at the Lead Self and Lead Teams and Projects level of the DOD Civilian Leadership Continuum and supports the DOD Civilian Leader Development Framework.
There are four leadership competency focused residencies, plus a capstone week including graduation.
The program involves significant research and writing; good writing skills are a must.
Individuals who successfully complete the program are awarded a DCELP certificate of completion.
Tuition is paid by DCPAS; however, nominating organizations are responsible for funding non-lodging expenses: travel, meals, and incidentals.
In 2020, there will be two cohorts.
- January-May cohort is limited to the following career fields:
- Acquisition (acquisition-coded positions only)
- Financial Management
- Human Resources.
- June-September cohort:
- Open to all other career fields
The following must be included in the nomination package to receive consideration
- DLA nomination application
- DLA executive sponsorship endorsement
- DCELP application form
- DLA DCELP statement of interest
- DLA supervisor assessment
- Nominee biography
- SF-50
- Most recent performance appraisal with PII redacted
- SF 182 with signed continued service agreement.

You’re not required to obtain Rear Adm. John Palmer’s signature on the Executive Sponsor Endorsement form, but you must submit draft language for the “reasons for endorsing the nominee” portion of the document.
Submit nomination packages in final format, as they will be returned for grammatical errors, missing or incomplete forms.
Submit nomination packages through your chain of command to Dawn Sutton, by COB May 22, 2019.
An executive approval committee will review, rank and approve nomination packages.
