NEW CUMBERLAND, Pa. –
Navy Cmdr. Horacio Tan, commander of Defense Logistics Agency Distribution Yokosuka, Japan, meritoriously promoted a DDYJ employee and recognized 2020 Global Distribution Excellence award winners.
Forged from the fire of some of the highest temp logistics in the military, DLA Distribution Yokosuka sailors are being recognized by the Navy for their hard work, leadership and logistical expertise by advancing these fine sailors,” Commander Tan stated.
Navy Petty Officer 2nd Class Richard Lam was meritoriously promoted to the rank of Petty Officer 1st Class. Lam is an emergency support operations center military liaison, coordinating high priority requirements for Navy, Marines, Army and Air Force materials based in Japan and operating in the U.S. Indo-Pacific Command theater.
Lam is one of the many current and recently departed sailors to have been advanced to a senior noncommissioned officer equivalent rank, proof that the Navy values DLA assignments as well as the knowledge, skills and expertise that come from them in supporting the fleet.
In addition, Tan recognized departed Navy Chief Petty Officer Mark Alvaro, former DDYJ Site Sasebo military liaison and leading petty officer now stationed at 3rd Medical Logistics Company, Okinawa as well as Chief Petty Officer Robert Horton, former leading petty officer for Operations and DDYJ Sailor of the Year 2020. Horton is now stationed at Fleet Logistics Center Bahrain.
Commander Tan also acknowledged the DDYJ military award winners from the 2020 Global Distribution Excellence awards.

DDYJs hardworking civilian teams were recognized in the following categories:
• Charlie E. Nye Site of the Year Award: DDYJ Site Sasebo
• Paul D. Oliver Packaging Excellence Award: DDYJ Yokosuka Preservation, Packaging, Packing and Marking Team
• Team Performance of the Year Award (large team): DDYJ Yokosuka Warehousing Branch
“The GDE awards are a testament to the hard work, determination, skill and service the DDYJ team provides to support the Defense Department and our partners across Japan and the Indo-Pacific theater,” Tan said.
