DLA leadership visits HDIFC contracting

Roxanne Banks, deputy director of the Defense Logistics Agency Acquisition, visited Battle Creek, Michigan, to address members of the contracting team in person and virtually.

While visiting the Hart-Dole-Inouye Federal Center, Banks held a town hall for contracting personnel.   

“It was absolutely wonderful to come out and talk to the workforce here,” said Banks when asked about her visit. 

Banks also met with contracting team leaders and held a small group discussion.

“I see [the contracting team] as enablers of the organizational mission,” Banks said in describing the role contracting serves within DLA. “When it is determined that they need to contract something out they turn to the requirements owners and work to put sound packages together in accordance with compliance rules. They have oversight of the entire process and see it through execution.”

Banks participated in an executive board meeting with Disposition Services leadership where she was briefed on multiple contracting topics by DLA Disposition Services Director Mike Cannon and his senior leaders.

“I was really impressed that Mr. Cannon recognizes the fact that the end-to-end contracting oversight and management is not just about contracting,” Banks said. “It involves all folks that are a part of the acquisition process, and it is a shared responsibility.”

As the visit concluded, Banks reflected on the Disposition Services mission and evolution as its 50th anniversary approaches.

“The events that have occurred over the last 50 years are really amazing and frankly I have a new appreciation of Disposition Services’ mission after coming to DLA,” Banks said. “I think Disposition Services is an unsung hero in a sense because very few people realize the importance of disposition. It is the tail end of the acquisition process.”
