TOBYHANNA, Pennsylvania –
Jeffrey Finlay, security specialist at Defense Logistics Agency Distribution Tobyhanna, Pa., has received the Global Distribution Excellence: Security Civilian of the Year Award for his contributions towards exceeding DLA Distribution’s security goals.
Finlay was the architect in the security program, which was noted by a program reviewer to be “the best program inspected across DLA Distribution.”
DLA Distribution Tobyhanna had zero security compromises in fiscal year 2014. “Mr. Finlay went above and beyond, personally conducting physical security inspections with first-line supervisors, both auditing and improving the effectiveness of the program across our footprint,” said Army. Lt. Col. John Turner, the distribution center’s commander. “He also trained supervisors and employees to spot and proactively correct deficiencies.”
Finlay developed a cost-saving plan to reduce contracted maintenance costs for the electronic security system. Prior to the execution of his plan in early fiscal year 2015, Finlay researched less costly providers, revised the statement of work, and worked to have a new contract in place in conjunction with the expiration of the previous contract. The new contract will save upwards of $34,000 annually over the maintenance life of the security system.
“Mr. Finlay’s results validate his security program as arguably the best across DLA Distribution,” concluded Turner.
