TOBYHANNA, Pennsylvania –
Army Lt. Col. Jerome (Jay) Barnard assumed command of Defense Logistics Agency Distribution Tobyhanna, Pa., in a ceremony on September 9. The ceremony was officiated by DLA Distribution commander Army Brig. Gen. John Laskodi.
Barnard graduated from Longwood University in 1998 and was commissioned as an ordnance officer. Following graduation, he attended the Ordnance Officer Basic Course.
From 1999 to 2001, he served as the shop officer and brigade maintenance manager in support of 3rd Brigade, 101st Airborne Division (AASLT).
Assigned to the 832nd Ordnance Battalion at Redstone Arsenal in 2001, Barnard served as an advanced individual training executive officer and battalion S-1. In 2003, Barnard graduated from the Combined Logistics Captains Career Course and the Combined Arms and Services Staff School (CAS3). Upon completing CAS3, he was assigned to 7th Army Training Command, USAREUR and served as the USAREUR training ammunition management officer.
Barnard was assigned to the 18th Combat Sustainment Support Battalion (CSSB), 16th Sustainment Brigade in Grafenwoehr, Germany, from January 2005 to June 2011 and served in multiple leadership positions. In the 18th CSSB, his positions included battalion S-4 officer in charge (OIF IV), commander of the 23rd Ordnance Company, battalion executive officer, rear detachment battalion commander, and the support operations officer.
Barnard graduated from the Command and General Staff College (CGSC) in 2012. After graduation from CGSC, he became the brigade S-4 of the 4th Combat Aviation Brigade, 4ID. He deployed to Afghanistan in 2013 and served as the deputy commander of Regional Support Command – North and mayor of Camp Mike Spann. In 2014, he became the brigade executive officer of the 43d Sustainment Brigade, 4ID.
His last assignment was at the National Training Center as the senior observer, coach, and trainer for Brigade Support Battalion Support operations officers.
Barnard’s awards and decorations include: the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (with two Oak Leaf Clusters), the Army Commendation Medal (with one Oak Leaf Cluster), the Army Achievement Medal (with one Oak Leaf Cluster), the National Defense Service Medal, the Afghanistan Campaign Ribbon, the Iraq Campaign Medal, the Global War on Terrorism Service Medal, Army Service Ribbon, the Army Overseas Service Ribbon (Numeral 4), and the NATO ISAF Medal. He also earned the Air Assault and Parachutist Badges.
