DLMS Activity Report September 2024

FLIS AND DLMS:  If you’ve been following along, you have likely heard that as part of the Federal Logistics Information System (FLIS) modernization effort that the Defense Logistics Management Standards (DLMS) will be replacing all legacy and nonstandard cataloging transaction formats.  Any system that is communicating with FLIS today will need to be DLMS ready very soon!   You’ll see further in the newsletter that some of the transactions are nearing completion stage, so now would be a good time to take stock of what systems are transacting with FLIS and have that information at the ready.  We will provide more on FLIS and DLMS in the coming months.

APPROVED DLMS CHANGES (ADCs) IN SEPTEMBER:

ADC 1446Once the DLMS 842P PQDR exchange transaction is fielded, this change will require the International Logistics Control Offices to complete quality related deficiencies reported by DoD Security Assistance (SA) customers on a Supply Discrepancy Report (SDR) and submit them through a DLMS-compliant PQDR application using the DLMS 842P.

Your Action:  The following systems are impacted: 
Navy:  Product Data Reporting and Evaluation Program-Automated Information System (PDREP-AIS)
Navy: Joint Deficiency Reporting System (JDRS)                  
DLA:  Enterprise Business System (EBS)

DEDSO ACTIVITIES FROM SEPTEMBER:


Enhancement to Navy Ordnance Expenditures for Auditability.  The Supply Team is currently working with Naval Supply Systems Command (NAVSUP) on a proposed DLMS change that will streamline financial and inventory reporting based on ordnance expenditure scenarios.  This is PDC 1483.

DLA Warehouse Management System at the Air Logistics Centers (ALCs).  The Supply Discrepancy Reporting (SDR) Team attended a meeting to support customer SDR submission responsibilities between DLA Aviation and Air Force at the ALCs.

Programming Clarification for Procurement Instrument Identifier Qualifiers.  The Supply Team worked with the Army Materiel Command (AMC) to assist programmers in interpreting changes established in the new DLMS 536R transaction.  This transaction was fielded in 2023 to alleviate gaps with acquisition and valuation data property data elements as prescribed by DoDI 5000.64. 

Federal Logistics Information System (FLIS) Modernization Transaction Update.  Our X12 gurus continue to support ongoing FLIS efforts.  On 18 September, DEDSO provided the first version of two key X12 transactions (888N and 888M) as well as a mapping spreadsheet.  This step will assist programmers in ensuring all data elements are accounted for while providing a roadmap for system implementation.

Support to Foreign Military Sales (FMS) Customers.  The Supply Team is working two DLMS changes in support of FMS customers.  The first adds requirements in support of segregating excess personal property requested by FMS customers via DLA Disposition Services.  The second aligns the DLMS with Defense Security Cooperation Agency policy to comply with the DoD Financial Management Regulation (FMR).  These are PDCs 1481 and PDC 1482, respectively.
