Top Priorities This Month (BLUF)
During May 2026, the Defense Enterprise Data Standards Office (DEDSO) prioritized system interoperability, strict transaction standardization, and auditability. Key efforts focused on standardizing F-35 warehouse bin location transmissions, enhancing Government Furnished Property (GFP) tracking, and establishing cross-Component transaction timing rules to eliminate costly dual-system configurations and integration errors.

DLMS Community—
I want to take a moment to address what I like to call the alligator in the room. And if your instinct is to correct me to “elephant,” you may have missed our recent DLMS Summit. That’s exactly the point—our alligator represents the substantial personnel turnover we’ve collectively experienced over the past year. Because of this shift, DEDSO needs to make sure we deliver the right message to the right people.
Across our communities, we’ve seen significant personnel changes. With that turnover comes the loss of institutional knowledge, operational awareness, and long‑standing relationships. The DEDSO team is actively developing a multifaceted approach to rebuild those connections, increase shared understanding, and bring more intention and opportunity into our interactions. Our goal is to ensure you have the support you need across all DLMS activities—whether it’s training, system design consultation, testing assistance, or stronger implementation support packages.
In the coming months, we’ll begin rolling out several of these initiatives, including renewed engagement in the Log IT working groups led by Ms. Leverette (ODASW(L)). I look forward to meeting with many of you—virtually and in person—as we continue advancing DEDSO’s mission: delivering quality data, defined standards, and enabling the Warfighter’s mission through improved interoperability.

Industry & Vendor Impact
Are you a software vendor, system integrator, or enterprise systems manager designing logistics and property platforms for the Department of War? Pay close attention to these transaction updates to prevent integration failures, ensure audit compliance, and align with new Government Furnished Property (GFP) and F-35 warehouse tracking standards.
- F-35 Warehouse Bin Locations: DEDSO is adding specific data qualifiers to DLMS X12 transactions to standardize how warehouse bin locations are recorded and transmitted across F-35, ELMS, USAF, and DLA Warehouse Management Systems. Vendors must align their systems with these formatting and character rules to eliminate transaction errors (such as SAP IDoc failures) and safeguard enterprise-wide inventory visibility.
- Government Furnished Property (GFP) Tracking: Proposed DLMS Change (PDC) 1517 introduces updates to three core transactions—947I (Inventory Adjustment), 856S (Shipment Status), and 527R (Physical Receipt/MRA). These updates ensure property systems automatically synchronize when contractors report changes to the PIEE GFP Module. System developers must support these qualifiers to maintain a reliable data lineage and direct line of accounting.
- 867I Issue Transaction Timing Standardization: Divergent transaction triggers across Components (relying on 940R vs. 867I to shift stock from "available" to "scheduled") are generating critical audit findings. DEDSO is advocating for department-wide alignment of 867I usage and transmission timing. Customizations designed exclusively for single Components have been ruled out to avoid systemic risk, requiring all system managers to move toward a unified approach.
- Cataloging Transaction Rejection Codes: Following feedback from the Spring 2026 Provisioning and Cataloging Summit, DEDSO is coordinating with ODASW(Log) to expand cataloging rejection codes. This initiative aims to provide developers with clearer, more actionable reasons for rejected DLMS 814R transactions, accelerating debugging and reducing processing delays.
- USAF Nuclear Weapons PIC Fusion Alignment: DEDSO is synchronizing DLM 4000.25 Chapter 30 requirements to mirror modern system capabilities. This ensures consistent implementation across the USAF Positive Inventory Control (PIC) Fusion system and distribution systems, removing dual-system tracking risks and programming errors for Nuclear Weapons-Related Materiel (NWRM).
Future Initiatives & Pilots
- Federal Logistics Information System (FLIS) Modernization: Following the Spring 2026 Summit, DEDSO is coordinating with service stakeholders and the ODASW(Log) to modernize cataloging and provisioning transaction frameworks.
- Cross-Component Balance Classifications: To resolve ongoing 867I reconciliation challenges, DEDSO is exploring enhancements to the 846R Location Reconciliation transaction to transmit three distinct balance categories: physical on-hand, available for issue, and scheduled for delivery. This initiative will drive standardized financial triggers and significantly improve end-of-day balances.

- No new Approved DLMS Changes (ADCs) were signed or issued during the month of May 2026.
Recent Engagements & Workshops
- Spring 2026 Provisioning and Cataloging Summit and Workshop: The DEDSO Cataloging Team collaborated with the wider cataloging and provisioning community to map out improvements to contract language, provisioning, and product support guidance.
- 867I Issue Transaction Coordination Meeting: DEDSO convened with DLA J3 Inventory Management, DLA WMS Sustainment Support, and NAVSUP to evaluate transaction timing, audit impacts, and the systemic risks of localized software customizations.
- USAF PIC Fusion Synchronization Meeting: DEDSO met with USAF and WMS representatives to audit Chapter 30 requirements and align systemic tracking mechanisms for Nuclear Weapons-Related Materiel.
