Top Priorities This Month (BLUF)

This month, the Defense Enterprise Data Standards Office (DEDSO) focused on enhancing Department of War (DoW) audit readiness and digital interoperability by standardizing transaction timing and automating property tracking across enterprise networks. Key initiatives include hardening cataloging data elements within the Federal Logistics Information System (FLIS) modernization pipeline and collaborating with Army stakeholders to scale passive Radio Frequency Identification (pRFID) for Total Asset Visibility (T2AV). Together with joint service partners, these efforts establish a secure, standardized, and high-fidelity logistics environment capable of supporting decision advantage in contested operational theaters.

Critical updates to DLMS transactions this month may require software adjustments to keep your systems compliant and protect the enterprise digital ecosystem.

  • Government Furnished Property (GFP) Automation (PDC 1517 & PDC 1515):
    • Context: To resolve legacy enterprise audit vulnerabilities and achieve Financial Improvement and Audit Readiness (FIAR) compliance, DEDSO is automating and synchronizing contractor-reported GFP data between the Procurement Integrated Enterprise Environment (PIEE) and DoD APSRs.
    • System Impact: This requires injecting essential new data elements into three core DLMS transactions: 527R (Physical Receipt and Materiel Receipt Acknowledgement), 856S (Shipment Status), and 947I (Inventory Adjustment).
    • PDC 1515 Refinements: Additionally, the scope of the DLMS 947I Inventory Adjustment transaction is being refined to apply exclusively to serially managed GFP and active National Stock Numbers (NSNs) with already established records.
  • FLIS Modernization & Data Integrity Hardening (DLMS 846M & DLMS 888N/M):
    • Context: Currently, eight critical cataloging data elements on the DLMS 846M (Asset Status Inquiry/Report / Cataloging Demand) transaction are designated as "conditionally mandatory." This lack of strict enforcement leads to inconsistent data ingestion and causes demand-forecasting algorithmic breakdowns. DEDSO has mobilized a multi-stakeholder coalition to transition these elements to strictly mandatory.
    • System Impact: Systems must enforce compliance at the gateway. The technical team is evaluating two primary rejection and acknowledgment pathways: an outbound 824R reject (requiring updated reject advice codes) or a standard 997 functional acknowledgment.
  • WMS & Financial Transaction Timing Standardization (867I and 846R):
    • Context: Non-standardized order fulfillment transactions across DoW Components have triggered audit Notices of Findings and Recommendations (NFRs) impacting Government-Invoicing, title transfers, revenue recognition, and financial reconciliation.
    • System Impact: Navy's request to delay WMS transmission of the 867I Issue transaction to match the 945A Materiel Release Advice currently breaks end-of-day balances reported via the 846R Location Reconciliation transaction for other Components. DEDSO is advocating for standardized financial triggers and either eliminating or strictly enforcing the 867I transaction solely at the end of the distribution shipment process. DEDSO also recommended enhancing the 846R transaction to transmit three distinct balance categories (physical on hand, available for issue, and scheduled for delivery) to aid in reconciliation.

Future Initiatives & Pilots

  • U.S. Army Passive RFID for Total Asset Visibility (T2AV):
    • Scope: Integrating fragmented tracking systems, improving data accuracy, and aligning modernization activities to support commanders and Property Book Officers (PBOs).
    • Upcoming Modernization: The working group is refining technical visualizations and requirements documents while actively collaborating across domains (including Corpus Christi Army Depot and Army Corrections Command). Preparatory work is underway to rapidly scale successful pilots as soon as pending funding is released.
  • DLA J34 End-to-End In-Transit Visibility (ITV) Integration:
    • Scope: Overcoming a critical gap in E2E visibility for materiel transitioning from Distribution Centers through the logistics pipeline to the final point of receipt.
    • Upcoming Modernization: Integrating the Logistics Metric Analysis Reporting System (LMARS) and external transportation data into a unified, secure cloud environment to establish secure, cloud-accessible metrics for Logistics Response Time (LRT) and secure E2E asset tracking. DEDSO is actively connecting J34 with USTRANSCOM points of contact to integrate and synchronize critical external transportation transaction data.
  • LMARS Data Validation & Redundancy Reduction:
    • Scope: Addressing a 40 percent data discrepancy between the current LMARS web presentation spreadsheet and the authoritative Department of War Activity Address Directory (DoDAAD).
    • Upcoming Modernization: DEDSO is evaluating modifications to the LMARS web presentation to ensure that senior leadership, logistics planners, and warfighters leverage only validated, authoritative data directly from the DoDAAD, eliminating redundant and inconsistent spreadsheets.

Approved DLMS Changes (ADCs) & Required Actions

  • Change: ADC 1523 - Ammunition Batch/Lot and Serial Number Data in DLMS 856S (Signed 6/10/2026)
    • Who is Impacted: Ammunition managers, supply chain system integrators, and systems processing shipment status transactions (DLMS 856S).
    • Action Required: Systems must implement updated schemas to carry ammunition batch/lot and serial number data within the DLMS 856S transaction. This ensures accurate tracking, lifecycle visibility, and Item Unique Identification (IUID) compliance.
  • Change: ADC 1522 - X12 Qualifier Updates and Enhanced End of Day 846R Reporting (Signed 6/10/2026)
    • Who is Impacted: Enterprise logistics planners, warehouse management system (WMS) developers, and trading partners utilizing the DLMS 846R Location Reconciliation transaction.
    • Action Required: Systems must integrate these X12 qualifier updates and enhanced end-of-day reporting structures within the DLMS 846R transaction. This ensures that balances can be segregated and communicated accurately, reducing reconciliation risks and preventing systemic reporting breaks.
