Acquisition Workforce, Audits, and Legislative Affairs, J71

MISSION: Develops and provides plans, guidance, oversight and direction to professionalize, manage, and sustain acquisition workforce careers for existing and future personnel assigned to acquisition-coded positions. Handles all inquiries and audits concerning DLA acquisition matters.

Contract and Pricing Compliance, J72

MISSION: Oversees execution of the Contract Quality Review (CQR) program to evaluate the quality of performance to standards that ensure contract quality and compliance across DLA.

Oversees and direct DLA contracting activities in implementing contract pricing, policies, and practices.         

Acquisition Operations, J73

MISSION:  Develop strategic acquisition programs by collaborating with contracting activities, acquisition-based research planning, and engaging with key stakeholders for the Director, DLA Acquisition.  Develop instructions and manage programs for Director, Procurement and Acquisition Policy (DPAP) and DLA Peer Reviews.   Analyze field-contracting initiatives and contract performance while providing recommendations to achieve performance goals.   Execute staff surveillance (need better term) over strategic acquisitions and procurement operations of the contracting activities and their contracting offices.  Administer Agency/DoD past performance programs and enterprise contract.  Provide operational contracting support for humanitarian aid and disaster response as needed as a part of the agency Whole of Government program.

Acquisition and Strategic Programs, J74

MISSION:  Provide program and project management of major DLA acquisition and industrial capabilities initiatives in support of J7’s acquisition and contracting mission. This includes oversight of Strategic Sourcing, Supplier Relationship Management, Warstopper and Industrial Base Program Management, Government Purchase Card Program, and risk analysis and internal controls associated with acquisition processes. Complete special projects and reviews that support J74’s core mission functions, activities, and duties on acquisition program management.  This includes tracking and reporting metrics, developing business rules, promulgating procurement guidance and directives to all PLFAs for programs and projects under the division’s areas of responsibility.  Provide strategic and annual operational planning, execution, oversight, and Continuous Process Improvement (CPI) support for the DLA Acquisition enterprise in support of the DLA Strategic Plan and the DLA Director’s annual guidance.  Integrate and synchronize J7-led goals, objectives, initiatives, and CPI projects to drive acquisition priorities and ensure meeting Agency objectives and operational outcomes.

 Procurement Process and Systems, J76
MISSION:  Conduct procurement process and system performance evaluation, oversight, and maintenance to include process owner and sub-process owner responsibilities. Ensure integrity of DLA procurement processes and systems operations. Serve as functional proponent for procurement process thru deep knowledge of DLA’s core business areas.  
Procure-to-Pay Process Cycle Integration, J78

MISSION:  Oversees and directs the Acquisition community related to the Procure-to-Pay (P2P) business cycle to achieve business system auditability and continued sustainment of audit assertion goals.
