Director, DLA Strategic Plans and Policy

Mr. Marcus Bowers serves as the Director, Strategic Plans and Policy.  Mr Bowers is responsible to the Director for leadership, oversight, management, and coordination for directorate support to DLA’s strategic initiatives, strategic planning program and Enterprise Process Management which includes policy management, Continuous Process Improvement and Risk Assessment and Controls.  He provides financial and staff oversight, corporate-level management and focus to ensure the Agency’s wide-ranging transformational initiatives are developed and deployed to support DLAs overarching strategic plan and implementation.  His duties also include strategic planning, business process oversight, policy development, strategic communications, and maintaining an open and productive dialogue with senior level staff at the Office of Secretary of Defense, senior Military Service leadership and civilian executives across the U.S. government, private industry and the Department of Defense.

Mr Bowers earned a Bachelor of Architecture degree at Louisiana State University, Baton Rouge, LA and completed his Master’s degree studies in International Security Studies and Diplomacy at Hawaii Pacific University, Honolulu, HI.  He is a graduate of the U.S. Marine Command Staff College and the NATO Senior Leaders Executive Course.

Mr Bowers has 28 years of combined service in the Department of Defense both as a civilian and in uniform.  Before joining DLA he served aboard the Joint Chiefs of Staff and Joint Forces Command as Sr. Advisor and Liaison Officer to U.S. European Command.  He also served at the United Nations Department of Peacekeeping as Chief of Aviation Operations and Logistics.  As a Naval Aviator and Infantry Officer, he continues to serve in the U.S. Marine Corps Reserve.
