Doing Business With DLA Small Business
The Defense Logistics Agency's Office of Small Business Programs is committed to promoting the use of small businesses, small disadvantaged businesses, HUBZone certified businesses, women-owned small businesses and service-disabled veteran-owned small businesses in procurements throughout the Agency.
DLA is the Department of Defense's largest combat support agency. It provides worldwide logistics support in both peacetime and wartime to America's Military Services as well as civilian agencies and foreign countries.
DLA is responsible for nearly every consumable item used by our military forces worldwide. This includes fuel, medical supplies, aviation requirements, land and maritime weapon systems spare parts, construction equipment and material, and critical troop-support items involving food, clothing, and textiles. DLA also procures depot level re-parables.
DLA is committed to encouraging and assisting small businesses seeking contracts with the Agency. DLA is dedicated to ensuring small businesses have the maximum opportunity to participate in DLA's acquisition program both as prime contractors and subcontractors.

Before you can bid on government proposals, you need to obtain a Dun & Bradstreet DUNS Number, a unique, global business, nine-digit identification number. DUNS numbers are the industry standard for keeping track of the world's businesses. DUNS are required by the government, major financial institutions, corporations, trade associations and more. SAM (formerly CENTRAL CONTRACT REGISTRATION)
Contractors must be registered in the System for Award Management (SAM) database prior to award of any federal government contract, basic agreement, basic ordering agreement, or blanket purchase agreement. Registration in SAM is free. If needed, assistance with registration is available from the Procurement Technical Assistance Centers (PTACs).

Exception: Vendors who deal only in credit card purchases at a local level do not need to be registered in SAM.

Register with DLA DIBBS
DLA's Internet Bid Board System (DIBBS) is a web-based application that allows vendors to search for, view, and submit secure quotes on Requests For Quotations (RFQs) for DLA supply items. DIBBS also allows users to search and view Request For Proposals (RFPs), Invitations For Bid (IFBs), Awards, and other procurement information related to DLA.
