TRACY, Calif. –
Joyce Uhl, branch chief for DLA Distribution San Joaquin, California’s Shipment Planning Branch, has been awarded the DLA Director’s Strategic Goals Award for third quarter, fiscal year 2018.
The nucleus of San Joaquin’s strategic distribution operation, no shipment moved on or off the installation without Uhl’s assistance. During the third quarter, she oversaw more than 130 lines of protective service shipments, 4,410 lines of less than truckload materiel, 2,349 lines of flatbed truckload shipments, and over 3,800 lines of truckload materiel.
During this time, she also managed more than 8,400 commercial drivers bringing shipments to and from the installation
Additionally, Uhl led an effort to design maps for empty inventory storage areas, assign carriers empty inventory lots, install signs, and validate seavan conveyances as the conveyances enter the distribution center, successfully reducing container inventories and improving container accuracy up to 50 percent.
“[Joyce’s] exemplary management contributed to our distribution center staying ‘Green’ across all mission metrics this quarter and helped us meet a three-day air and six-day surface metric against a five and 10-day requirement,” said San Joaquin’s Distribution and Specialized Mission Group chief Jodie Johnson-Micks.
Uhl was also a champion for audit readiness, enforcing strict compliance to Audit Readiness requirements and personally developing checklists for key Shipment Planning processes.
First, she created a protective service checklist used to verify completion of all documentation and system processing regarding commercial driver departures. She also developed a checklist for processing Shippers Export Declarations (SED) in the Automated Commercial Environment system. Her SED checklist prevented her team from skipping steps and allowed all international shipments to clear customs in an expeditious manner.
She is also a huge proponent of the site’s safety program, mentoring its Voluntary Protection Program’s (VPP) “Yes Team.”
In this role, she helped the team develop a caution sign reminding forklift drivers not to use the magliner ramps during inclement weather. These signs helped educate new drivers and served as a reminder for more experienced drivers about the sliding hazard of wet tires on magliner ramps. Because the first sign proved successful, her VPP Team is having them installed at every magliner across the distribution center.
