MATERIEL RECEIPT ACKNOWLEDGEMENT (MRA): For several years, the Department has been pushing to complete the requisition pipeline loop with the MRA transaction (DLMS 527R). Unfortunately, improvements in MRA-submission have plateaued, leveling off at ~90% compliance, adversely affecting accountability and audit readiness. It leaves orders open, inflates in-transit inventories, impacts customer wait time metrics, and creates delays in vendor payments. Components are required to establish a management evaluation program to monitor and evaluate MRA submissions to ensure compliance with requirements. APPROVED DLMS CHANGE (ADC) IN OCTOBER:
ADC 1470A: Materiel Release Order - Air Logistics Center Capabilities. This change incorporates new qualifiers and notes into the DLMS 940R, Materiel Release Order transaction.

Project Code Management
We met with the Chairman Joint Chiefs of Staff (CJCS) logisticians on October 23, 2024, to discuss the management of project codes within the Project Code Management System (PCMS). DEDSO is responsible for the business rules for common purpose use project codes in logistics transactions. DEDSO will refresh both the PCMS User Guide and the Defense Logistics Manual to provide users methods to better utilize the system.
Overages at the time of Receipt
The Supply Discrepancy Reporting (SDR) Team met with DLA representatives the week of October 7, 2024, to map out the end-to-end process for addressing overages at the time of receipt. DLA will be using the information to put in guardrails to prevent potential financial gains resulting from over-shipments.
DLMS Change Process Sprint
In October, we briefed the OSD Logistics IT Working Group on the DLMS change process. The overview gave the group an opportunity to suggest changes to the process and to the mandated change documents. The briefings also were primer to the larger effort to modernize the process using ServiceNow and DocuSign capabilities. We will continue to smooth the path for DLMS compliance by providing better tools and procedures.
Metrics Synchronization
We met with the USTRANSCOM during the month to collaborate on Logistics Response Time (LRT) and Time Definite Delivery (TDD) metrics gathering. DEDSO provides governance of the logistics pipeline measurement program to manage the Logistics Metrics Analysis Reporting System (LMARS) to provide LRT data. USTRANSCOM is responsible for TDD metrics. To guarantee a synchronized view of the entire pipeline, it is essential that the TDD metric use the same logic due and business rules applied to the transactions for LRT.
