DLMS Activity Report November 2024  -  Volume 1 Issue 6

We hope your holiday season is going well and we look forward to seeing you next year at the Defense Logistics Management Standards (DLMS) Summit planned for the week of April 28, 2025.

DLMS Training:  Through our monthly classes, DEDSO continues to offer training sessions to users.  Over 170 participants received instruction from the Training Team in November on American National Standards Institute (ANSI) X12 as well as an overview of the usage of transactions implementation conventions.  These classes serve as the cornerstone of the DLMS-driven transactional data world.  The DLMS makes sure data flows effectively and is understood when it moves between system by using date, consensus-based business rules, and commercially developed electronic data interface formats like X12.  Register for classes by clicking the link below!

APPROVED DLMS CHANGES (ADC) IN NOVEMBER:

ADC 1449A: Supply Discrepancy Report (SDR) Type R and Type 9/P Updated Routing RulesClarifies that Action Code 1A (Actionable) SDR Document Type Code R will be routed to the Routing Identifier Code (RIC) of the owner the materiel was receipted into.

Your Action:  The following entities/systems are impacted: 

- DLA:  Warehouse Management System (WMS)


ADC 1490: Administrative update to DLM 4000.25, Volume 2, Chapter 17, SDR New Procurement Overage ProceduresExplains the use of Supply Condition Code “L” to report overages associated with a new procurement receipt.

Your Action:  The following entities/systems are impacted

- All:  No system impact.  Ensure local procedures are updated to reflect this business rule.


ADC 1378B: Addendum to ADC 1378A Enhanced DLMS 940R Validations for DLA WMS.  Prevents materiel release and redistribution orders with invalid data from entering the DLA WMS or Distribution Standard System (DSS).  Transactions failing validation will be rejected by Defense Automatic Addressing System (DAAS) with a DLMS 824R Reject Advice transaction to the originator.

Your Action:  The following entities/systems are impacted: 

- DLA:  WMS and DSS

- All:  Systems that send 940R transactions to DLA distribution centers need to implement.


ADC 1471: Addition of CAGE Code in the 947I Inventory Adjustment Transaction.  Component Accountable Property Systems of Record (APSRs) managing Government Furnished Property (GFP) must be able to receive the DLMS 947I (Version 4030), with the CAGE code, from the GFP Module application housed in the Procurement Integrated Enterprise Environment (PIEE).

Your Action:  The following entities/systems are impacted: 

- All:  Component APSRs accounting for GFP must be able to receive the DLMS 947I (Version 4030) with the CAGE code, from the PIEE GFP Module.


ADC 1444A:  Update to WebSDR Processing Rules for Document Type Code 6, 7, V, and W Supply Discrepancy ReportsThis change allows the Supply Condition Code to be blank on a Document Type Code 6, 7, V, and W SDRs.

Your Action:  The following entities/systems are impacted: 

- Navy: Product Data Reporting Evaluation Program (PDREP)

- Army: Army Logistics Modernization Program (LMP)

- GSA: GSA Vision

- DLA: DSS, WMS, and Enterprise Business System (EBS)

- Air Force: Stock Control System (D035K), Integrated Logistics System-Supply (ILS-S), and Air Force Security Assistance and Cooperation (AFSAC) system

Product Quality Deficiency Reporting Technical Design Review

The Product Quality Deficiency Report (PQDR) Team provided technical support to a systems integration working group from the Joint Deficiency Reporting System (JDRS), Product Data Reporting and Evaluation Program (PDREP), DLA Enterprise Business System (EBS), and the Defense Automatic Addressing System (DAAS) communities.  The meeting’s goal was to make sure that automated information systems are programmed to meet the technical criteria of the DLMS 824P data exchange. As the DoD lead for PQDR, DEDSO will keep working to automate and streamline the procedure.
 

Materiel Returns Transactional Traceability

The Supply Team hosted a meeting with the DoD supply community on November 14, 2024, to discuss the transactional traceability of unserviceable, but reparable, carcass returns from depot level maintenance activities to materiel owners.  The group is working to establish a replacement process (in lieu of a document number) for asset visibility by establishing a reference indicator that can be used as evidential matter in tracing returns to their corresponding credit. 
 

DLA WMS Supply Discrepancy Reporting (SDR) Processing

The SDR Team met with DLA WMS representatives to discuss receipt reversals and how to cancel an original SDR without duplication.  DEDSO worked with DAAS WebSDR programmers to build in a "delay process" to allow the first SDR to process prior to the cancellation.  This delay ensures SDRs are not rejected, and that WMS won’t receive additional rejections back from WebSDR--reducing failed inbound IDocs.  The plan was implemented successfully by the team.
