Top Priorities This Month (BLUF)

This month's focus has been on driving audit readiness and accelerating logistics modernization across the Department of War. Key efforts included advancing serialized weapons reporting ahead of the September 2026 deadline, mapping future processes for supply and quality deficiency reporting with the Air Force, and leading critical discussions on unifying in-transit viability solutions for the enterprise.


Industry & Vendor Impact

Are you a software vendor or system integrator working with Department of War logistics? Pay attention to these updates to ensure your platforms remain compliant and aligned with critical modernization deadlines. New serialized reporting mandates, in-transit visibility requirements, and inventory management policies are rolling out that will require immediate attention.

  • Serialized Reporting Go-Live: Transactional sequencing and routing problems persist for new serialized reporting requirements. Warehouse Management System (WMS) programs are at risk of not meeting the September 30, 2026, go-live date. DEDSO has reconfirmed the correct transactional sequencing for serialized weapons reporting; vendors must ensure their systems align with DLMS standards to support this deadline.

  • In-Transit Visibility (ITV): The DoW is moving toward a modernized, unified ITV solution. DEDSO is supporting this initiative to improve data accuracy and policy. Vendors should anticipate new technical requirements for systems handling in-transit data.

  • Foreign Military Sales (FMS) Shipments: To resolve issues with incomplete shipping forms, systems should utilize the existing DLMS Implementation Convention (IC) to display the FMS Case Identifier and FMS Case Line on the DD Form 1348-1A if they are included on the DLMS 940R Materiel Release Order transaction.

  • Inventory Adjustment Reversals: Current policy allows a two-year window for inventory adjustment reversals, creating financial reporting challenges. DEDSO is reviewing this policy with DLA, which may lead to DLM changes affecting how Warehouse Management Systems (WMS) handle inventory adjustments.

  • MRO Cancellations: Policy regarding Materiel Release Order (MRO) cancellations after an item has been picked is being modernized to account for system limitations.


Future Initiatives & Pilots

  • F-35 Program Increment Planning: DEDSO is supporting the F-35 program's audit readiness goals by prioritizing risk mitigation and ensuring DLMS transactional requirements are met. The agile, risk-focused delivery approach remains on track to achieve audit compliance by mid-July 2026.

  • Joint Small Arms/Light Weapons (SA/LW) Modernization: DEDSO is actively engaged in addressing challenges related to serialized weapons accountability. Key efforts include monitoring Navy interoperability testing, coordinating fixes for misattributed assets, and developing a leadership dashboard to track UIT implementation.


Approved DLMS Changes (ADCs) & Required Actions

  • Change: ADC 1524, Quarterly Memorandum for Record Administrative Updates

    • Who is Impacted: All DLMS users.

    • Action Required / What Changed: Administrative updates and corrections to the DLM manuals and Implementation Conventions (ICs) for clarification and correction of language.

  • Change: ADC 1513, Removal of Interim Requirements to the DLMS 527R (Materiel Receipt) and DLMS 846R (Location Reconciliation Request)

    • Who is Impacted: Systems and personnel using the DLMS 527R and 846R transactions.

    • Action Required: Update system logic to remove the interim requirements as specified in the ADC.


Recent Engagements & Training

  • 2026 DLMS Summit (March 31 – April 2): DEDSO hosted the DLMS Summit, featuring briefings from ODASW(Log), U.S. Treasury, DPC, GSA, and DLA. The event concluded with process review breakouts for focused areas of attention.

  • USTRANSCOM Worldwide In-Transit Visibility Workshop (April 13-17): DEDSO participated in this workshop to help define joint data and technical requirements for a modernized ITV solution.

  • Air Force "To Be" SDR/PQDR Process Mapping Workshop (April 14-16): DEDSO, DLA, and Air Force personnel successfully mapped the "interim" and "future" processes for depot maintenance supply and product quality deficiency reports.


In Appreciation: Farewell to Don Landon

This April, DEDSO bid a warm farewell to Don Landon, our Data Team Strategic Lead, who has transitioned to his next professional chapter. Don has been instrumental in spearheading our enterprise data standardization and modernization efforts, establishing robust strategic frameworks that will guide our systems for years to come.
