Field Office Realignment

Overview

Defense Logistics Agency Disposition Services will close 35 of its property disposal field offices by the end of fiscal 2022 and realign their support into existing Field Activities. 

Expected benefits of this endeavor will be the continued reduction of customer wait time by nearly a full business day, an increase in capacity by 126K receipts, and a potential cost avoidance savings of $1.83M over a two year period. 

Customer support and outreach conducted through Disposal service representatives (DSRs) will remain engaged and ready to help answer questions. The Digital DSR remains a one-stop online location for property searches, item turn-in tools and scheduling for disposal.

What is Field Office Realignment? Don’t you just mean property disposal site closures?

Field Office Realignment ensures we have the right people in the right places and maximizes our effectiveness and efficiency in support of warfighters. While some small sites will close, support will not end. We will continue to provide property disposal and reuse training across all echelons and transportation will still be scheduled within 21 days.

 

My local site will close. Do I have to take or ship stuff all the way to another site hundreds of miles away just to turn in property? What about my increased costs to get things there?

Robust Receipt-In-Place capabilities will often allow DOD customers to take unwanted property off their books without having to haul anything to a DLA site. We will continue to provide property disposal and reuse training across all echelons and transportation will still be scheduled within 21 days.

 

Our local disposal specialist provided training at request. Who will do that now? And how often?

Disposal Service Representatives will remain engaged and ready to help answer questions. We will continue to provide property disposal and reuse training across all echelons. The only thing that will change for you is the location of the desk where your representative is located.

 

We had a local person we knew and worked with who helped us make sure all our paperwork was correct and items were correctly dealt with. Who is going to do that now and how accessible will they be?

Your specific Disposal Service Representatives  may or may not change, but the support provided will remain the same. DSRs will remain engaged and ready to help answer questions. We will continue to provide property disposal and reuse training. 

 

When exactly will my nearby site close and will it be taking property right up to the end? Will there be a chance for big divestiture projects before it’s too late? When will it stop conducting actual business?

Site closures will occur on a case-by-case basis. DLA Disposition Services site and regional personnel will reach out to customers to help them understand timelines for local closure and how to continue turning in property, screen excess equipment, deal with scrap and hazardous materials and schedule transportation.

 

Did DLA consider its customers when it made this decision? I can’t imagine that base leaders are happy about losing their disposal facility. Why are some bases keeping their site and others aren’t?

DLA Disposition Services Director Mike Cannon briefed logistics leaders from each of the armed services and sought military customer feedback before enacting the plan. DLA Director Vice Admiral Michelle Skubic officially approved Field Office Realignment in early April. The alternative to these closures was the elimination of field positions, which ultimately would diminish our ability to serve the needs of warfighters when and where they need our help.

 

Small Reserve and Guard customers really depend upon robust assistance with hazardous waste removals on site at our locations. Will DLA continue that on-site support?

Support will come from of our Contracting Officer Representatives (CORs), who will be located at the responsible field activity. These CORs will travel to assist as needed and provide virtual training when applicable.

 

We generate a lot of scrap on our base and need routine removals to support our operation. How will DLA provide that support?

The Disposal Services Representatives (DSRs) located at the closest field activity will still be supporting these removals as needed and providing virtual training when applicable.

 

What site will support Fort Drum, NY MDRs operations?

Disposal Service Representative support for Fort Drum will come from the Groton Field Office at Naval Submarine Base New London, in Connecticut.

 

We are already experiencing trucking delays for turn-in shipments. Will this make turn-in timelines longer?

No. Transportation will still be scheduled within 21 days. Our network analyses indicate that realignment will improve our average customer wait time and increase our annual capacity to receive unwanted property.
