Effective 31 March 2024:
Due to the continued development of large sink holes on the facilities outside stowage locations Pads 1 and 2, DLA Disposition Services Norfolk is unable to receive rolling stock or large material items that require stowage on the facilities outside pad locations. Due to the safety impact on personnel and Material Handling Equipment, rolling stock and large material items that would be stowed on outside pad locations are to be turned in at DLA Disposition Services Richmond, Virginia. MHE utilized to stow material inside warehouse can handle material that is 5,000 lbs. or less per lift IAW 29 CFR 1910.178(0)(2) states “only loads within the rated capacity of the truck shall be handled”. Palletizing of material is required to maintain the safe handling of material IAW 29 CFR 1910.178 (0)(1), which states that “only stable or safely arranged loads shall be handled,” and that “caution shall be exercised when handling off-center loads which cannot be centered”. Determination of safe MHE material movement is with the MHE operator and/or the facility Operations Supervisor. Additionally, material stowed inside the warehouse within the racking system IAW 1926.250(a)(1) states “all materials stored in tiers shall be stacked, racked, blocked, interlocked, or otherwise secured to prevent sliding, falling or collapse."
