Turn-In Instructions

COMSEC

Sensitive Item Turn-in Briefing

DLA Disposition Services cannot accept FSC 5810/5811 items with a CIIC 9 in their original configuration:

  • Generators must render FSC 5810/5811 items to scrap, ensuring they are no longer intact or recognizable as Controlled Cryptographic Items (CCI) according to Technical Security Control/Destruction, Equipment, Material and Munitions (TSC/DEMIL/Disposal) definitions.
  • Once Generators remove/destroy any components identifying the items as CCI, including but not limited to: Chips, Circuit cards, Keys, Labels, and Classified/controlled markings, DLA Disposition Services may receive FSC 5810/5811 CIIC 9 as a LSN scrap receipt material.

All other FSC CIIC 9 material:

  • DLA Disposition Services may accept DECLASSIFIED CIIC 9 items that lack any markings and have a declassification certification statement acknowledging the item has been declassified.
  • These items will be processed under their assigned National Stock Number (NSN) and treated as DEMIL code "D".

General Rule is DLA Disposition Services cannot accept COMSEC, CCI, and CIIC 9 items in their original configuration or without documentation.

  • NSNs with DEMIL codes "E" or "F" and CIIC 9 have specific procedures outlined in their published DEMIL instructions located in TULSA https://tulsa.tacom.army.mil  .
    • These instructions detail responsibilities for both Generators and DLA Disposition Services, including documentation, shipping, and packing requirements.
    • If there are no instructions in TULSA either return to generator or contact demilhelp@dla.mil for guidance on acquiring the instructions.
