Finding Basic DLA Procurement Opportunities

There are two primary procurement systems Suppliers should be aware of in order to view and respond to solicitations: the DLA Internet Bid Board System (DIBBS) and System for Award Management (SAM.gov).

DLA Internet Bid Board System (DIBBS)

DIBBS is a web-based application that allows you to search for, view, and submit secure quotes on Requests for Quotations (RFQs) for DLA items of supply. DIBBS also allows users to search and view Requests for Proposals (RFPs), Invitations for Bid (IFBs), awards, and other procurement information related to DLA.

System for Award Management (SAM.gov)

Most DoD (including DLA) and federal government procurements over $25,000 are publicized in SAM.gov to include DLA's opportunities. Vendors can utilize SAM.gov to search, monitor and retrieve potential DLA opportunities matching the goods and services they provide.

Suppliers can also use the advanced search filter on SAM.gov to save searches and then receive notifications by email every time a new solicitation is released with the saved criteria.

Strategic Subcontracting Opportunities (XLSX) - This spreadsheet provides points-of-contact for the major Original Equipment Manufacturers (OEM) that support DLA Aviation’s strategic contracts. You can use the information in the sheet if you are interested in exploring subcontracting opportunities with the OEMs.

No Bid Solicitation List (XLSX) - DLA Land and Maritime and DLA Aviation: This list contains requirements that have not received quotes as of the posting date. This list can contain requirements that were awarded or cancelled since the posting date, so it is recommended to check DIBBS prior to attempting to prepare a quote on a requirement to ensure that it is still open for quoting.
