RICHMOND, Va. — Navy Lt. Cmdr. Benjamin Chen, executive officer for Defense Logistics Agency Aviation’s Joint Reserve Force in Richmond, Virginia, was honored as one of five recipients to receive the calendar year 2022 Vice Adm. Robert F. Batchelder Award.
