Army’s Fort Campbell in Kentucky got a new owner for its electrical distribution system thanks to a Defense Logistics Agency Energy utilities privatization contract award.

Beginning Nov. 10, City Light & Power, Inc. will own, operate and maintain the installation’s system with plans to improve infrastructure, modernize equipment and develop standardized electrical distribution practices. 

“Utilities privatization is a method by which military installations can obtain safe, reliable, technologically current and environmentally sound utility systems at a relatively lower cost than they would under continued government ownership,” said DLA Energy Utility Services Director Martha Gray. “In the privatization process, military installations shift from the role of owner operators to that of smart utility service customers.”

Heather Kerns, DLA Energy Utility Services contract specialist, said CLP was awarded the 50-year contract through a competitive bidding process that evaluated experience, quality of service and value to the customer.

Since September 2017, CLP has been working alongside the installation’s public works team to ensure a seamless transition. As the owner, CLP will be responsible for ensuring the external electrical distribution system is maintained and operated to industry standards. The system includes infrastructure such as power lines, substations, transformers and street lights.
