USTRANSCOM Seal DLA-U.S. Transportation Command Division

J312 (DLA-T) Mission:

DLA -T is POSTURED within USTRANSCOM to enhance PARTNERSHIP between the commands to accelerate coordination and integration of DLA's logistics operations with PERCISION to enable DECISION ADVANTAGE. Provides proactive PEOPLE that build strong relationships and leverage system data and functional expertise to ensure integrated situational understanding to create an accurate common operating picture, reduce lift burden and maximize sustainment to the Joint Force.

Functions: *(Updated APR 2026) 
     1. Strategic Liaison & Crisis Integration: Serves as the primary DLA liaison embedded at USTRANSCOM HQ, driving continuous strategic alignment, operational synchronization, and a shared common operating picture across joint staff, crisis response cells (e.g., GOC, Sustainment Integration Cell), exercises, and deliberate planning efforts.
     2. Data Analytics & In-Transit Visibility (ITV): Leverages expertise in both USTRANSCOM and DLA enterprise data systems (e.g., SABER, ADVANA) to provide predictive nodal analysis, ensure end-to-end In-Transit Visibility (ITV), and execute "Close Watch" tracking for critical joint sustainment and multi-modal shipments.
     3. Global Resilience & Capacity Optimization: Champions DLA’s Global Resilience Initiative (GRI) and Resiliency Efforts and Mitigating Actions (REMA) within USTRANSCOM, specifically focusing on strategic lift capacity modeling, opportunistic lift frameworks, and reducing the strategic lift burden during contested logistics.
     4. Executive Boards & Senior Leader Support: Directs and coordinates DLA’s participation in the Joint Deployment and Distribution Executive Board (JDDEB) and other senior governance forums, developing strategic messaging, executive summaries, and preparatory frameworks for Senior Leader engagements.

.Transportation Policy & Capability Integration: Partners with DLA J34 Transportation Policy to interface with the Joint Deployment and Distribution Enterprise (JDDE), advocating for policy modernization such as integrating specialized cargo (e.g., medical cold-chain) into the Defense Transportation System and establishing MOAs for forward staging.
     6. Supply Chain Threat Assessment & Metrics: Collaborates with USTRANSCOM J4/5/7, JDPAC, and DLA analytical centers (e.g., ACE) to conduct predictive transportation analysis, evaluate commercial carrier advisories, and develop joint readiness metrics that optimize supply, distribution, and transportation networks.
     7. Theater Posture & Contingency Planning: Integrates DLA equities into Combatant Command war plans, USTRANSCOM Tabletop Exercises (TTXs), and "Set the Theater" (STT) directives, ensuring the synchronized forward posture and staging of multi-class sustainment stocks at Joint Theater Distribution Centers (JTDCs).
     8. Senior Representation & Continuity of Operations (COOP): Acts as the senior DLA representative at Scott Air Force Base, managing personnel accountability, hosting recurring cross-agency liaison synchronization meetings, and ensuring seamless integration into USTRANSCOM Continuity of Operations (COOP) and readiness reporting (DRRS).
     9. Resource Management & Strategic Investment: Formulates and manages organizational budget submissions, advocating for funding to support strategic inter-agency operations, joint exercises, travel to Regional/Major Subordinate Commands, and continuous professional development to maximize mission value.
