DLMS Activity Report December 2024

Happy New Year!  We look forward to seeing you at the Defense Logistics Management Standards (DLMS) Summit planned for the week of April 28, 2025.

CONVERSION GUIDES:  Did you know that systems storing and exchanging data in X12-based formats (including XML) must incorporate three conversion guides to convert DoD data values to the corresponding ASC X12 code values.  The purpose of the conversion is to allow DoD systems to continue using established codes while still passing X12 edits.  Systems must convert outbound transactions from DoD code values to ASC X12 code values and must convert inbound transactions from ASC X12 code values to DoD code values based on DoD/ASC X12 Conversion Guide definitions.  These conversion guides are available on the DEDSO Website:

APPROVED DLMS CHANGE (ADC) IN DECEMBER:

Approved Change 1474: Security Assistance Customers Supply Discrepancy Report Stock Screening Reply Codes.  This change adds two new Supply Discrepancy Report (SDR) Reply Codes for action activities to report whether stock screenings for Security Assistance (SA) quality related deficiencies SDRs were initiated or not.  This is applicable only for SA SDRs reporting a Product Quality Deficiency Report (PQDR) using approved SA Discrepancy Codes Q1-Q8.

Your Action:  The following entities/systems are impacted: 

- Navy:  Product Data Reporting Evaluation Program (PDREP)

- Army:  Army Logistics Modernization Program (LMP)

- GSA:  GSA Vision

- DLA:  DSS, WMS, and Enterprise Business System (EBS)

- Air Force:  Stock Control System (D035K), Integrated Logistics System-Supply (ILS-S), and Air Force Security Assistance and Cooperation (AFSAC) systems

Federal Logistics Information Services (FLIS) Modernization Milestone

The DEDSO Cataloging Team completed a major milestone by expertly consolidating over 150 fixed-length common business-oriented language (COBOL) transactions into six DLMS transactions for review by the Federal Logistics Information Services (FLIS) Modernization Team. 


Federal Emergency Management Agency (FEMA) Interoperability

Our Supply Team participated in discussions with DLA Logistics Operations and Warehouse Management System (WMS) teams on December 10, 2024, about FEMA interoperability needs.  In 2018, DEDSO added data elements to two DLMS transactions to provide FEMA with shipping and cargo status of materiel orders generated by the DLA Distribution Standard System (DSS).  DLA and FEMA want to ensure those requirements are incorporated into WMS accurately and requested our assistance.  In addition, DLA Logistics Operations requested that we help them work towards a cost-effective and automated process for FEMA to place orders to DLA.  DEDSO requested the requirements and will work to build a solution for all Whole of Government users once receive


Foreign Military Sales Transaction Solutioning

The Supply Discrepancy Reporting (SDR) Team met with Army and State Department representatives to discuss an issue involving SDRs impacting a Foreign Military Sales (FMS) customer.  A systemic rejection was preventing the customer from requesting revised disposition instructions from the Army.  The discussion resulted in the manual reopening of the SDR to provide the instructions.  The SDR Team will monitor the situation and will look to provide longer-term solutions if needed.
