If you are a Contractor or Foreign National, you will need to complete DD Form 2875 in its entirety - including Part III. Contractors, be sure to include the following information in Block 27:

  • COR Signature
  • COR Printed Name
  • Office Symbol/Code/Mail Stop
  • Organization
  • Street/P.O. Box
  • City State/ZIP Code
  • City/Country (if APO or FPO address)
  • Commercial Phone
  • DSN
  • Email Address
  • FAX #

If you are a Government Employee or Military Service Member, requiring non-proprietary access to HMIRS, you need only complete DD Form 2875 through block # 25. Part III will need to be completed and signed by your Security Manager.

If you are a Government Employee or Military Service Member requesting proprietary access to HMIRS, you will need to complete DD Form 2875 in its entirety. Please review the instructions for more clarification. Part III will need to be completed and signed by your Security Manager.

PART III will need to be completed and signed by your Service/Agency’s Security Manager.

NOTE: If FN (Foreign National) was selected in Block 8, your Security Information Manager should provide IT 43 information, or complete Blocks 28 through 31 in Part III.

CAC registration is ONLY for registered users who have requested Proprietary access. For users who have requested a Non-proprietary WEB only account, you cannot register your CAC for access; you need only to input the User ID that was provided to you upon completion of the registration process.

Most likely you will need to delete your Cookies and Files; you can do this by following these instructions:

  1. Open Internet Explorer.
  2. Click on Tools in the tool bar.
  3. Click on Internet Options.
  4. Select the General Tab.
  5. Click on Delete Cookies.
  6. Click on Delete Files.
  7. Click on Settings.
  8. Click on Every visit to the page.
  9. Click OK.
  10. Click OK.
  11. Close Internet Options box


Yes, there is on-line help available once you are in the HMIRS application; just click on the Help option located at the top of the page.

HMIRS is a multi-faceted system that consists of three applications to meet the diverse needs of our users.

  • Online Web Application - used by government worksites such as warehouses, shipping locations and emergency response locations, to access electronic hazardous material documents.
  • Online Administrator Application - used by system administrators to maintain key online information.
  • CD-ROM and DVD Modules - allows off-network users to search and view non proprietary hazardous material documents. Tailored CD/DVD products can be produced. Please visit the DVD Installation Instructions for more information.


HMIRS contains information on over 380,000 hazardous products. In addition, we offer MSDSs in foreign languages. There are 680 foreign language documents available in Dutch, French, German, Turkish, and Japanese. HMIRS is the authoritative source for the government's hazardous material information.
