1. Attention all JCP Customers:
The JCP has transitioned to an on-line application process. The program no longer accepts hard copy application submitted by postal service or commercial delivery services or submitted by FAX. All application must be completed on line through the JCP Portal
2. Before submitting an application to the JCP, use the JCP Search Tool through the new online portal to verify if your company has been or is already certified. Searches can be done by company name, Commercial and Government Entity (CAGE) Code, or JCP Certification number. This provides you with a first-hand view of your company’s information, which may require an update.
3. An active CAGE Code or a Canadian-issued North Atlantic Treaty Organization (NATO) Commercial and Governmental Entity Code (NCAGE Code) must be obtained and is required for all companies prior to the submission of your completed DD Form 2345.
United States (U.S.) companies should use JCP to verify your company’s CAGE Code.
Canadian companies should use NCAGE Search to verify your company’s NCAGE Code. E-mail the Canadian National Codification Bureau (NCB) at ncbcancage@forces.gc.ca to make corrections to your NCAGE data.
The information recorded here must exactly match the information you enter in the JCP Portal. For companies doing business with the Department of Defense (DOD), you must have a Unique Entity Indicator (UEI) and register in the System for Award Management (SAM) prior to submitting your DD Form 2345. It must be current and active in order to obtain a JCP Certification.
Note: If any changes must be done in CAGE/NCAGE, UEI or SAM, please allow 24-48 hours for the system to update before making application on the JCP Portal.
Note: ***JCP now requires all vendors working in the United States to have their National Institute of Standards and Technology (NIST) Assessment documented in the Supplier Performance Risk System (SPRS) prior to submitting your JCP Application*** Effective 30 November 2020, the Defense Federal Acquisition Regulation Clause 252.204-7012 requires all DOD contractors and subcontractors to implement cybersecurity requirements in the NIST Special Publication (SP) 800-171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations. Your NIST assessment results must be documented in the SPRS ***Failure to have a NIST assessment documented in SPRS will result in a denial of your request for an approved JCP certification. *** Please go to the SPRS homepage and use the vendor quick reference guides to help you complete the process. There is also an SPRS support number on the bottom of the homepage that you can call for assistance with getting directions on how to complete the process.
Note: Additionally, your company must register in SAM.

As you begin the application process:
1. Ensure your NCAGE information is correct and up to date. To make corrections or updates to your NCAGE code, request the update, via email to: at ncbcancage@forces.gc.ca.
2. If you will receive payment from the U.S. Government (DoD included) ensure you are registered with the U.S. System of Award Management (SAM) is complete and active on the SAM webpage. Confirm your data is correct:
a. Active SAM Registration
b. Organization Name
c. CAGE
d. Address
e. Current Expiration Date

3. If you are working with a U.S. entity (Government or industry) you are required to complete a NIST assessment and the results must be documented in the Supplier Performance Risk System (SPRS).

4. If you are not registered in Canada with the Controlled Goods Program, you are required to review and complete the Introduction to Proper Handling of DoD Export- Controlled Technical Data.(PDF) This training is mandatory for both the Data Custodian and the Alternate Data Custodian (if applicable). Once completed, fill out and print the ‘Certification Statement of Export Control Compliance’ (Page 15 of the training) – Be sure to identify your citizenship at item 4. You will add a pdf scan of this document to your application.
5. When completing your DD2345 pay particular attention to the Instructions "Describe what you do". This will appear on your DD2345 certificate at Block 4: Relevant Business Activity: you must specifically address each of the following 9 items. You should not repeat the text or numbers below, but provide full responding statements in the order as listed here.
l. Indicate if you are a prime or sub-contractor (and with what company) if applicable.
ll. Describe what you do (i.e manufacture, distributor, data broker, consultant, other).
lll. Describe what type(s) of equipment/material/service you manufacture/provide. Include commodity, NAICS (North American Industry Classification System) or FSC (Federal Supply Class) if known.
IV. Include commodity, North American Industry Classification System (NAICS) or associated Federal Supply Class (FSC) if known.
V. Are you registered with the Controlled Goods Program (CGP)? If yes, state so and provide your CG#.
VI. Is your equipment/material/service related to the United States Munitions List (USML) or Commerce Control List (CCL)?
VlI. State your purpose for JCP certification.
VllI. Do you require access to the U.S. systems, SAM or the DLA Internet Bid Board System (DIBBS)?
IX. Indicate the agency/organization, and contact information, requiring you to attain a JCP Certification. POC for certification is: NAME, TITLE, COMPANY, PHONE, EMAIL information.
