The JCP established in 1985 to allow United States (U.S.)/Canadian contractors to apply for access to Department of Defense/Department of National Defence (DOD/DND) unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODD 5320.25 “Withholding of Unclassified Technical Data and Technology from Public Disclosure”, and Canadian Technical Data Control Regulations.

The JCO:

  • is a jointly staffed office and the only DOD/DND agency that reviews and certifies the DD Form 2345 (PDF).
  • provides customer support to defense contractors applying for certification.
  • receives, processes and maintains approximately 9,000 DD Form 2345s (PDF) annually.
  • establishes JCP policy based on DOD/DND Directives.
  • consults and cooperates with government stakeholders in the development of common industrial security policies, procedures and technology controls.
  • partners with DOD legal counsel and federal law enforcement on debarment actions.

Yes, all defense contractors must have an active CAGE/NCAGE before applying for JCP Certification.


Yes, any defense contractor that wishes to do business with the Department of Defense (DOD), must register in SAM. The SAM expiration date must also be current before applying for JCP Certification.

Contractors must submit a DD Form 2345 to the United States (U.S.)/Canada Joint Certification Office (JCO).

The NCAGE Code may be requested through the NATO Support and Procurement Agency and by following the instructions for a Non-United States (U.S.) Business/Organization.


By registering in the System for Award Management (SAM) U.S. companies will automatically be assigned a CAGE Code for the physical address recorded in the SAM.

A Directly Arranged Visit (DAV) is used for purposes of procurement activities, related to pre-solicitation conferences, discussions related to unclassified solicitations, performance of an unclassified contract, research, attendance at restricted meetings, etc. Your registration in the Joint Certification Program (JCP) allows you to make arrangements directly with your point of contact at the industry or military facility you wish to visit. To do so, send an email or letter to your point of contact, and they will forward the request for the visit to the security official at the facility for review and approval.

Your request must include:

  • The purpose of the visit
  • Date and time
  • Location and point of contact at the facility
  • List of personnel
  • Citizenship information; and
  • A copy of the JCP Certificate


The Joint Certification Program (JCP) certifies Canadian and United States (U.S.) contractors for access to unclassified military technical data belonging to Canada's Department of National Defence (DND) and to the U.S. Department of Defense (DOD). This Program helps to protect controlled Unclassified Militarily Critical Technical Data (MCTD) and technology from common adversaries, but allows it to flow to certified Canadian and U.S. companies that have a legitimate need-to-know for business purposes. This program is effective in protecting the competitive edge of North American companies by ensuring that only eligible companies are provided with this data.


Joint Certification Program (JCP) certification establishes the eligibility of a United States (U.S.) or Canadian contractor to receive technical data governed, in the U.S., by Department of Defense (DOD) Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR).


Unclassified Militarily Critical Technical Data (MCTD) is data that can be used to produce military or space equipment and related technology. It also includes such items as blueprints, drawings, computer software and operating instructions and technical information.
