Beginning August 1st 2024 all JCP account registrants must log into the JCP Portal at least every 35 days to keep their accounts active. Accounts not active past 35 days will be disabled. A warning email from j62.dacs@dla.mil will be sent five (5) days and then one (1) day prior to your account being locked. If you find that your account is locked/disabled, please go to the DACS Portal: https://www.public.dacs.dla.mil/portal/ and click the "Unlock Account" link . You will need to provide your username and email address to unlock/enable your JCP Portal account.

Pre Submittal Requirements:

  • Complete National Institute of Standards and Technology (NIST) assessment and upload it to Supplier Performance Risk System (SPRS).
    • If your entity has previously completed an assessment, NIST assessments are valid for 3 years, must be documented in SPRS and must be current more than 90+ Days. The valid 3-year requirement is mandated via the Defense Federal Acquisition Regulation System (DFARS), section 252.204-7020.
    • Failure to update your assessment will result in rejection of your JCP certification request and/or current certification. This applies to DLA Enhanced Validation (DEV) requests/certifications as well.
  • SAM registration  is updated and correct.

  • Google Authenticator  application used for two factor authentication.

The JCP was established in 1985 to allow United States (U.S.)/Canadian contractors to apply for access to Department of Defense/Department of National Defence (DOD/DND) unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODD 5230.25, “Withholding of Unclassified Technical Data and Technology from Public Disclosure,” and Canadian Technical Data Control Regulations.

The JCO:

  • Is a jointly staffed office and the only DOD/DND agency that reviews and certifies the DD Form 2345.
  • Provides customer support to defense contractors applying for certification.
  • Receives, processes and maintains approximately 9,000 DD Form 2345 certifications annually.
  • Establishes JCP policy based on DOD/DND Directives.
  • Consults and cooperates with government stakeholders in the development of common industrial security policies, procedures and technology controls.
  • Partners with DOD legal counsel and federal law enforcement on debarment actions.

 Do I need a Commercial and Government Entity (CAGE)/North Atlantic Treaty Organization (NATO) Commercial and Government Entity (NCAGE) Code before applying for Joint Certification?

Yes, all defense contractors must have an active CAGE/NCAGE before applying for JCP Certification.

 Do I need to register in the System for Award Management (SAM) before applying for Joint Certification Program (JCP) Certification?

All U.S. defense contractors, and any Canadian defense contractors intending to do business with the Department of Defense (DOD), must register in SAM . The SAM expiration date must also be current before applying for JCP Certification.

 How can an enterprise determine if it already has a Commercial and Government Entity (CAGE) Code?

By searching for the company name using the CAGE Search and Inquiry (CSI) .

 How do I get a certification number?

Contractors must submit via JCP portal   to the United States (U.S.)/Canada Joint Certification Program Office (JCPO).

 How do I update or correct the information in my existing certification?

Companies are required to update JCP portal of any changes during the certification period.

  • When changes are required, please log into JCP Portal.  
  • Email is no longer acceptable way to submit the DD2345
 How does a Canadian company obtain a North Atlantic Treaty Organization (NATO) Commercial and Government Entity (NCAGE) Code?

The NCAGE Code may be requested through the NATO Support and Procurement Agency  and by following the instructions for a Non-United States (U.S.) Business/Organization.

 How does a United States (U.S.) company obtain a Commercial and Government Entity (CAGE) Code?

By registering in the System for Award Management (SAM)  U.S. companies will automatically be assigned a CAGE Code for the physical address recorded in the SAM.

 How long does it take to process my DD Form 2345?

Please send your renewal in at least 60 days prior to expiration. Processing times fluctuate depending on delivery method and the volume of applications received. Service is quicker if the application is processed on JCP Portal.  

 Is there a fee for certification?

No, at this time, there are no associated fees related to the assignment/maintenance of certification numbers.

 What is a Directly Arranged Visit (DAV)?

A Directly Arranged Visit (DAV) is used for purposes of procurement activities, related to pre-solicitation conferences, discussions related to unclassified solicitations, performance of an unclassified contract, research, attendance at restricted meetings, etc. Your registration in the Joint Certification Program (JCP) allows you to make arrangements directly with your point of contact at the industry or military facility you wish to visit. To do so, send an email or letter to your point of contact, and they will forward the request for the visit to the security official at the facility for review and approval.

Your request must include:

  • The purpose of the visit
  • Date and time
  • Location and point of contact at the facility
  • List of personnel
  • Citizenship information; and
  • A copy of the JCP Certificate
 What is the Joint Certification Program (JCP)?

The Joint Certification Program (JCP) certifies Canadian and United States (U.S.) contractors for access to unclassified military technical data belonging to Canada's Department of National Defense (DND) and to the U.S. Department of Defense (DOD). This Program helps to protect controlled Unclassified Militarily Critical Technical Data (MCTD) and technology from common adversaries but allows it to flow to certified Canadian and U.S. companies that have a legitimate need-to-know for business purposes. This program is effective in protecting the competitive edge of North American companies by ensuring that only eligible companies are provided with this data.

 What is the purpose of this certification?

Joint Certification Program (JCP) certification establishes the eligibility of a United States (U.S.) or Canadian contractor to receive technical data governed, in the U.S., by Department of Defense (DOD) Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR).

 What is Unclassified Military Critical Technical Data (MCTD)?

Unclassified Militarily Critical Technical Data (MCTD) is data that can be used to produce military or space equipment and related technology. It also includes such items as blueprints, drawings, computer software and operating instructions and technical information.

 Who assigns and maintains certification numbers?

The United States (U.S.)/Canada Joint Certification Program (JCP) located at the Logistics Information Services in Battle Creek; MI is the only authorized source of certification numbers.

 Why is this certification required?

Certification is required for United States (U.S.) or Canadian contractors who wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U.S. Department of Defense (DOD) or the Canadian Department of National Defense (DND).
