Small Business Innovations Programs (SBIP)

The DLA Small Business Innovation Programs (SBIP) consist of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

The SBIR Program was established by Congress in 1982 to fund research and development (R&D) by small businesses of 500 or fewer employees. Eleven federal agencies participate in the program.

The U.S. Capitol BuildingThe STTR Program was established in 1992 to fund cooperative R&D projects with small businesses and non-profit U.S. research institutions, such as universities.  Seven federal agencies participate.

The objectives of the SBIPs are to stimulate technological innovation and increase commercialization of R&D within the DLA managed supply chains improving service to the warfighter.

The SBIR/STTR programs are structured in the following three phases.    

  • Phase I projects demonstrate the feasibility of technologies.
  • Phase II projects develop prototype processes or products for proof-of-concept demonstration.
  • Phase III is the commercial application of the technology. (Not a set-aside)

Certifications and Training Modules

  • The Cybersecurity Maturity Model Certification (CMMC) training is required for all SBIP companies to reinforce the importance of Defense Industrial Base cybersecurity for safeguarding information. Find more information on CMMC training .
  • Controlled Unclassified Information (CUI) training is highly recommended for all SBIP companies. Review the CUI Training .
  • Enhanced Joint Certification Program (EJCP) certification is required of all SBIP companies in order to obtain technical data. Find more information on EJCP certification .
  • Foreign Ownership, Control, and Influence (FOCI) training is now required for all SBIP companies. View the FOCI training course .
  1. Click “Profile/Dashboard” in the top right and then click “Sign Up” from the dropdown menu.
  2. Follow the instructions to sign up for an account. Descriptions of the account types are provided below each option.
  3. Verify your email by entering the code sent to the email address you provided when signing up.
  4. Log in to Project Spectrum by clicking “Profile/Dashboard > Login” in the top right.
  5. Hover over “Courses” in the Navigation Bar, and then select “FOCI” from the dropdown listing.
  6. Copy the provided password.
  7. Click on the “Understanding Foreign Ownership, Control, or Influence (FOCI)” course, which will open a new browser tab.
  8. From the new tab, log in to Encite.io using your email address and the copied password.
  9. Enroll in the course and click “Enter” to begin.
