Where to Find DLA Procurement Opportunities

  • DLA Internet Bid Board System (DIBBS) : DIBBS is a web-based application that allows you to search for, view, and submit secure quotes on Requests for Quotations (RFQs) for DLA items of supply. DIBBS also allows users to search and view Requests for Proposals (RFPs), Invitations for Bid (IFBs), awards, and other procurement information related to DLA.
     
  • Federal Contract Opportunities : Most DoD and federal government procurements over $25,000 are publicized in SAM.gov  to include DLA's opportunities. Federal government agencies publish their solicitations on SAM.gov providing detailed information on how and when vendors should respond. Vendors can utilize SAM.gov to search, monitor and retrieve potential DLA opportunities matching the goods and services they provide.

  • Prime Strategic Contracting Opportunities - DLA Aviation is conducting market research to identify potential sources that may possess the expertise, capabilities and experience to provide a strategic support solution for a listing of NSNs under various Federal Supply Classes (FSC) for electrical and lighting commodities (Electrical Commodities under FSCs 5905, 5910, 5915, 5920, 5925, 5930, 5935, 5940, 5945, 5950, 5955, 5960, 5961, 5962, 5963, 5965, 5970, 5975, 5998, 6115), (Lighting Commodities under FSCs 6210, 6220, 6230, 6240, 6250, 6260). Interested small business suppliers please respond to the Request for Information (RFI)  and copy dlaavnsmallbus@dla.mil on responses.

  • No Bid Solicitation List (XLSX) - DLA Land and Maritime and DLA Aviation: This list contains requirements that have not received quotes as of the posting date.  This list can contain requirements that were awarded or cancelled since the posting date, so it is recommended to check DIBBS prior to attempting to prepare a quote on a requirement to ensure that it is still open for quoting.  Email the DLA Land & Maritime Business Counseling Center for assistance for Land and Maritime No Bids at SmBizLandCols@dla.mil. For DLA Aviation No Bids, please email the Aviation Small Business Office at dlaavnsmallbus@dla.mil.

Mentor-Protégé Program

The Defense Logistics Agency Mentor-Protégé Program (DLA MPP) assists eligible Small Businesses (protégés) in developing their qualifications and ability to compete for prime contract and subcontract awards by partnering with DoD contractors (mentors), who are incentivized to provide developmental assistance under individual, project-based agreements to help meet the DLA mission.

DoD Mentor-Protégé Program Policy and Regulations

Program Design

Mentors and Protégés are solely responsible for finding their counterpart. The DLA Office of Small Business Programs (OSBP) does not team Mentors and Protégés.  Although the DLA OSBP does periodically host match making sessions in which Mentors and Protégés are allowed to participate, the DLA OSBP does not team Mentors and Protégés. Interested firms are encouraged to explore existing business relationships in an effort to establish a Mentor-Protégé relationship. Mentors may have multiple Protégés, however Protégés may only have one Mentor. Only Mentors may submit packages for the program. The contract with the government is solely with the Mentor.

Program History

The Mentor-Protégé Program was established as a pilot program under Section 831 of Public Law 101-510, the National Defense Authorization Act (NDAA) for Fiscal Year 1991 (10 U.S.C.2302 note).  The NDAA for Fiscal Year 2023 (FY2023) codified the DoD Mentor-Protégé Program into law. The program was created by former Senator Sam Nunn and implemented by former Defense Secretary William Perry.
