What is the BAA?
The Broad Agency Announcement (BAA) is a tool used by government agencies for acquisition of basic and applied research and that part of development not related to the development of a specific system or hardware procurement.
How is it used?
BAAs may be used by agencies to fulfill requirements for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution. The BAA technique shall only be used when meaningful proposals with varying technical/scientific approaches can be reasonably anticipated.
Where to find announcement?
Open BAAs can be found on the System for Award Management web page (SAM.gov) and by using the search term "National Defense Stockpile". Open BAAs will be listed with areas of interest and submission instructions within the document.
BAAs are an expression of interest only and do not commit the Government to make an award or pay proposal preparation prices generated in response to this announcement. The price of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract.
