DLA-Strategic Materials currently stores 42 commodities in the NDS. The commodities are stored at 6 locations throughout the U.S. and have a current market value of approximately $1.1 billion. Commodities range from base metals such as zinc, cobalt, chromium and manganese to the more precious metals such as iridium and platinum.

There are currently two Bulk Material weighing scales at Hammond:
(1) a 200,000 lb. capacity, 70 feet long, truck only scale, and
(2) a 400,000 lb. capacity, 60 feet long, rail/truck scale.

Directions

From the West:
Take I-80 East to the I-80/I-94 junction. Proceed east on I-80/I-94 to Cline Avenue Exit. Take Cline Avenue North and continue to the Calumet Avenue Exit. Take the Southbound exit onto Calumet Avenue and proceed to the first traffic light at 131st Street. Turn right onto 131st Street and proceed to the stop sign at Sheffield Avenue. Turn left onto Sheffield Avenue and proceed approximately 1/8 mile to the DLA sign. The sign is located on the right side of the road. Turn right at the DLA sign onto the access road. Proceed to the railroad crossing and bear to the left. The Depot entrance will be directly ahead of you.

From the East:
Take I-80 West or I-90 West to Cline Avenue Exit. Take Cline Avenue North and continue to the Calumet Avenue Exit. Directions

From New York State Thruway (I-90) to Exit 26:
After departing the toll plaza, follow signs to New York State Route 5. Turn right (East) on Route 5 and proceed 2 miles to the traffic light and entrance to Glenville Business and Technology Park East. Follow the main road into the park. Turn left at Prestige Parkway (Condino's Italian Specialty Foods on the corner). At the end of the street is the security center where you proceed to check in.

Material Sampling and Inspection Requests

Offerors or their designees may, at their own expense, visually inspect the packaging at the storage location.  No boxes will be opened, and no sampling of the material will be permitted.  The Offeror, its agents and representatives shall comply at all times with the rules of the storage location.

Submit Request

One drum each from four (4) separate lots will be available for inspection and sampling. Quoters, or their designees may, at their expense, inspect the drums and take a grab sample, not to exceed two (2) pounds from each drum. Quoters shall provide a container for each required sample. The sample will be obtained in the presence of and under the direction of a DLA Strategic Materials representative. The Government does not warrant any grab samples to be representative of the lots sampled.

For low carbon ferrochromium. A Quoter may, at its own expense, visually inspect the material at the storage locations. No sampling of low carbon material will be permitted. All low carbon ferrochromium has been recently re-piled, sampled, and analyzed. This material is sold based on this analysis of record only. Copies of the analyses are available upon request.

For high carbon ferrochromium. A Quoter may, at its own expense, visually inspect the material at the storage locations. Quoters, or their designees, are encouraged to inspect material and take a grab sample, at their expense. Grab samples shall not exceed 50 pounds for high carbon ferrochromium material stored in piles. Quoters shall provide a container for each required sample. The sample will be obtained in the presence of and under the direction of a DLA Strategic Materials representative. The Government does not warrant any samples to be representative of the entire pile. The Contractor shall provide the Government with any analysis derived from the grab sample(s).

Quoters or their designees are encouraged to inspect the material and take a grab sample, at their own expense. Grab samples shall not exceed 50 pounds per pile. The sample will be obtained in the presence of and under the direction of a DLA Strategic Materials representative. The Government does not warrant any samples to be representative of the entire pile. The Contractor shall provide the Government with any analysis derived from the grab sample(s).

Manganese ore is currently available for sampling and inspection.

Interested parties or their designees, at their expense, are encouraged to inspect the material and take a sample prior to placing an offer.  Interested parties shall provide containers and the equipment necessary to obtain each required sample.  Samples will be obtained in the presence of and under the direction of a DLA Strategic Materials representative. Sampling size requests will be approved by a DLA Strategic Materials representative.

All information will be sent by email.  The Government reserves the right to limit the number of individuals granted access to the storage location.

Interested parties or their designees will not be charged a fee for sampling the material but will be required to provide the Government with any elemental analysis results from the sample testing.  The Government does not warrant any samples to be representative of an entire pile. 

Interested parties or their designees must register to visit the site prior to sample and inspection of the material.  Requests for an appointment must be made by submitting a Material Sampling Request:

One drum from each lot will be available for inspection and sampling. Quoters shall provide a container for each required sample. The sample will be obtained in the presence of and under the direction of a DLA Strategic Materials representative. The Government does not warrant any samples to be representative of the entire drum or lot.

Offerors or their designees may, at their own expense, visually inspect the Zinc at the storage location. No drums will be opened, and no sampling of the material will be permitted.  The Offeror, its agents and representatives shall comply at all times with the rules of the storage location.
