HOT NEWS:  Happy New Year!  We finalized three very important DLMS changes in December that directly impact audit readiness.  Please take time to read more about them below.

APPROVED DLMS CHANGES (ADC) IN DECEMBER:

ADC 1501: (AUDIT) This change allows the DLMS 947I (Inventory Adjustment) transaction to carry the case number so the Accountable Property Officer can identify and retrieve the case summary document as the key supporting document when decrementing items from Accountable Property System of Record (APSR) or Integrated Materiel Management Systems.  YOUR ACTION: All systems listed in the ADC must review for applicability and implementation.  Other systems accounting for equipment or materiel should review for applicability.

ADC 1491: (AUDIT) Defense Federal Acquisition Regulation Supplement (DFARS) 252.245-7005 requires contractors to report to the Government Furnished Property (GFP) Module of the Procurement Integrated Enterprise Environment (PIEE) when a serially managed becomes embedded or incorporated into a higher-level assembly or end item.  The embed event needs to be transmitted to the property system that is managing and tracking the item to alert the property system that the item is no longer severable.  A new DLMS 867E GFP Embed transaction was developed to transmit the embed event to the property systemYOUR ACTION: All systems listed in the ADC must review for applicability and implementation.  Other systems accounting for equipment or materiel should review for applicability.

ADC 1500: (AUDIT) This change deconflicts electronic data interchange coding in the DLMS 536R Equipment Acquisition and Valuation Data transaction.  The DLMS 536R allows exchange of acquisition and valuation history data between two APSRs and/or PIEE.  YOUR ACTION: This change will impact all APSRs with the need to communicate acquisition and valuation data between APSRs and/or PIEE.  Known systems are listed in the ADC.

ADC 1518:  This change provides documentation of our administrative changes performed over the past quarter to improve useability.  YOUR ACTION: None

ADC 1521:  Project Code 3CU was established to identify requisitions for unmanned aircraft system (UAS) requirements as spelled out in Executive Order 14307. YOUR ACTION: Use as required.  Project codes are now available (with CAC/PIV) on our website.                                                                                                             


GAMECHANGER: ADC searchable library here (CAC-restricted).  Note:  GAMECHANGER access has been challenging.  We’ve asked for a status update.  Hopefully it is resolved soon.

IMPLEMENTED/WITHDRAWN DLMS CHANGES: We have been working hard to clean out some of our older ADCs to make implementation clearer.  Find those documents here.


SOME ACTIVITIES FROM DECEMBER:

DLMS and Cataloging Transformation: We continue to support Cataloging Transformation with collaboration on requirements to achieve go-live timelines.  Three DLMS changes are on the way!

Segregation of New Versus Newly Repaired/Refurbished Materiel: Our Supply Team collaborated with Army Materiel Command, Navy Supply Systems Command, DLA Inventory Management, and DLA Distribution on segregating new materiel from newly repaired/refurbished materiel to meet Security Assistance (SA) agreement needs.

WebSDR Automated Deficiency Reporting and Sustainment Data Foundation Pilot: The Supply Discrepancy Reporting (SDR) Team continued discussions with Office of the Deputy Assistant Secretary of War for Logistics ODASW(L), to transfer SDR data to ADVANA.  Visibility at the Department level will support a single source of truth and streamline Service unique reporting. 

Data Element Additions: We met with Air Force to further discuss requirements for additional data elements on the materiel release order transaction and the DD Form 1348-1A.  By adding additional Average Acquisition Costs and Repair Cost elements along with the existing Unit Price it is expected to expedite processing Security Assistance materiel through customs.
