FORT BELVOIR, Va. — Navy Cmdr. Justin Gay assumed command of the Defense Logistics Agency Energy Indo-Pacific South-West from Navy Capt. Scott McCarthy during a change of command ceremony held May 15, 2026, at the Sunrise Conference Center on Andersen Air Force Base, Guam. Navy Rear Adm.
