FORT BELVOIR, Va. — One night at a bar after having a drink with a fellow runner, Joint Reserve Force Chief of Staff Navy Capt. Onofrio Margioni pulled out a pencil and there on the back of a napkin, the two devised a plan for the 9/11 run.
