Foreign Bearing Waiver

Quoting on Ball and Roller Bearings as end items

Industry partners quoting on ball and roller bearings whose national stock numbers (NSNs) contain the Defense Federal Acquisition Regulation Supplement (DFARS) 225.7009 Restriction against the acquisition of foreign ball and roller bearings in the Procurement Item Description must declare information as to the foreign/domestic nature of the material being offered.

Please print and complete the Contractor’s Declaration (PDF) and submit it to the buyer upon quoting.

Approximately every 60 days a Foreign Bearing Waiver Package is submitted for necessary reviews to obtain waiver approval. The week prior to submission a Sources Sought Notice is posted on FedBizOps to notify the Bearing’s Industry community of our desire to locate a domestic source for the NSNs included on that package.   

The schedule of submission of Foreign Bearing Waiver Packages throughout a fiscal year (FY) are as follows:  August 1, October 1, December 1, February 1, April 1, and June 1. These are approximate dates.

Domestic bearings or bearing components are defined as being manufactured in the U.S., its outlying areas or Canada. For each ball or roller bearing, the cost of the components (bearing element, retainer, inner race and outer race) manufactured in the U.S., its outlying areas or Canada must exceed 50 percent of the total cost of the ball and roller bearing components.
