LESO Training

The Law Enforcement Support Office strives to continually provide relevant information to its customers regarding processes of the 1033 Program and its web-based applications.

This includes providing printable help guides, slide-show presentations, video guides, and personalized over-the-phone instruction on an as-needed basis.

LESO FEPMIS SUNSET SCHEDULE 

Starting June 8, 2026, DLA will start to sunset the USDA-managed LESO FEPMIS application. LESO remains committed to providing excess military and national security assets to assist federal, state, and local Law Enforcement Agencies.

The application Brownout phase will be between June 8 and 15, 2026. LEAs/Stations and State Coordinator (State-level) users will be locked out of FEPMIS so LESO can begin the administrative steps to sunset the application and continue processing existing transactions.

LESO FEPMIS will start the Blackout phase on June 15. During this time, no system processes will be allowed. This allows the transition team to archive the database as needed for sunsetting the application.

Please note: Normal property requests (RTDWeb) and property issues (site pickups at DLA Disposition Services sites) will not be disrupted and will continue normal operations. 


FEPMIS

The Federal Excess Property Management Information System (FEPMIS) is the LESO property book of record for state agencies enrolled in the 1033 program.

Law Enforcement Agencies who are registered in LESO FEPMIS are given full access to their online inventory for all excess property that has been allocated to their department.

This gives registered agencies the ability to annually certify their property, initiate a transfer request to move inventory to a different agency, and to initiate a turn-in request once controlled property has neared the end of its useful life expectancy.

AMPS

This website gives access to many applications for LESO customers, specifically the RTD website via the External Business Portal. The AMPS website also allows users to reset RTD passwords for should they become locked out.

RTD

The RTD website allows registered users to view and request excess DOW property for their Law Enforcement Agency. "Want lists" and requisition statuses can be viewed from this page.

*Note on RTD Web: If you receive an error “Certificate validation failed. Choose another certificate and try again,” then contact the DISA Service Desk to sync the EDIPI number. The EDIPI is the number on the back of the CAC/PIV and is a field within AMPS. The DISA Service Desk is a required step to get the EDIPI number to sync.
