DLA Federal Register Publications

Welcome to the DLA Federal Register Publications webpage for the DLA Environmental Management Office. This page was created to be in accordance with DLAR 1000.22 "Environmental Considerations in DLA Actions" which allows the US Public to see/comment on our National Environmental Policy Act (NEPA) Actions, Environmental Assessments (EA), Finding of No Significant Impacts (FONSI), and Notices of Availability (NOA) for the DLA sites.

Defense Supply Center Philadelphia (DSCP) Remediation

The site is a Department of Defense property closed under the Base Realignment and Closure (BRAC) Commission. The former DSCP, now commonly referred to as Quartermaster Plaza, is located at 2800 South 20th Street, Philadelphia, PA.

A 45-day public comment period associated with the Combined RIR/HHRA is currently open, from April 29, 2026, to June 13, 2026.

Comments will be received via email only. Other forms of submission, such as phone calls or social media, will not be accepted. Members of the public and interested parties may submit comments via email to DLAEnvPC@dla.mil.

DLA is holding two virtual public meetings associated with the RIR/HHRA. The first meeting details are in the public notice below. A second meeting is currently being planned for August 2026; details will be provided once finalized

Former Curtis Bay Depot (CBD)

The Depot is located at 710 East Ordnance Road, Baltimore, in Anne Arundel County, Maryland, approximately 1 mile southeast of Baltimore City. General Services Administration (GSA) currently owns the Depot, approximately 435 acres, and plans to transfer this property once GSA’s and DLA’s remediations are complete. In 2010, Department of Defense (DoD) delegated to the Defense Logistics Agency (DLA) the responsibility for completing the environmental investigations and remedial actions associated with the former defense-related operations and activities onsite. Remedial activities are being completed in consultation with the Maryland Department of the Environment (MDE), the lead regulatory agency.

A 30-day public comment period associated with two Proposed Plans is currently open, running from May 20, 2026, to June 18, 2026.

  • Draft Final Proposed Plan for the Action Sites at the Former Curtis Bay Ordnance Depot, Curtis Bay, Maryland
  • Draft Final Proposed Plan for Land Use Control Sites at the Former Curtis Bay Ordnance Depot, Curtis Bay, Maryland
