Javits-Wagner-O'Day Act (41 U.S.C. 46-48c)

The Javits-Wagner-O'Day (JWOD) Program provides employment opportunities for more than 45,000 Americans who are blind or have other severe disabilities by orchestrating Government purchases of products and services provided by nonprofit agencies employing such individuals throughout the country.

JWOD Products and Services

The Presidential Committee for Purchase From People Who Are Blind or Severely Disabled maintains a Procurement List of products and services which have been placed in the JWOD Program, as referenced in FAR Subparts 8.0 and 8.7. Once a product or service is on the Procurement List, the Government must buy it from the organization designated by the Committee until the Government no longer has requirements for that item, or until a nonprofit agency employing people with severe disabilities can no longer furnish that item.

When DoD customers purchase JWOD mandatory products it creates employment opportunities for people with severe disabilities by securing Federal contracts through the Javits-Wagner-O'Day (JWOD) Program for its network of community-based, nonprofit agencies. Providing employment opportunities to more than 45,000 people, the JWOD Program is the largest single source of employment for people who are blind or have other severe disabilities in the United States.

Today's JWOD suppliers provide quality food products to the US Military dining halls and ships equivalent to the best commercial brands in the market. The listing of mandatory products is periodically adjusted to add or delete items. A link to the most current listing may be found below.
