DLA Troop Support Service Lines

DLA Troop Support is a Major Subordinate Command of the Defense Logistics Agency located in Philadelphia, PA, with a global presence including offices in Europe & Africa and the Pacific regions. It is responsible for four supply chains which provide our nation’s military and government partners with: food and feeding equipment; clothing and textile items; construction and equipment materiel ranging from lightbulbs to bulldozers; and medical materiel and pharmaceuticals. DLA Troop Support provides more than $19B in support to 51k global customers through a network of 3.7k suppliers, delivering optimal, global supply chain solutions with a focus on world-class performance and strong partnerships in support of national defense, humanitarian assistance and disaster relief.

Small Business Office

The DLA Troop Support Small Business Office provides training, advice, guidance and strategies to maximize opportunities for small businesses to participate in DLA's acquisition programs, both as prime contractors and subcontractors. Through the Headquarters DLA Small Business office, DLA administers the DoD Procurement Technical Assistance Program.

The DLA Troop Support Office of Small Business Programs (OBSP) advises and assists contracting, program manager, and requirements personnel on all matters affecting small businesses in relation to our five commodities. Troop Support’s OSBP assists the  Commander in developing and implementing strategies that broaden business opportunities for Small Business (SB), Small Disadvantaged Business (SDB) and 8(a), Historically  Underutilized Business Zone (HUBZone), Women-Owned Small Business (WOSB), Veteran-Owned (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The  procuring activity small business professional is the primary focal point for interface with the public and the Small Business Administration (SBA).

Operations and Plans (J3/5)

The J3/5 directorate facilitates and coordinates efficient and effective support from DLA Troop Support’s five supply chains to our customers. Our mission includes assessing operation and contingency plans using logistics support analysis techniques.

The J3/5 is an integration point for our customers, the DLA Troop Support command, DLA Troop Support’s supply chains, other inventory control points, DLA field activities and DLA HQs on issues that cross our supply chains.

Office of General Counsel

The OGC serves as the principal legal advisor to the DLA Troop Support commander. We also furnish legal advice to all operation and staff elements of DLA Troop Support. We are an integrated element within the Defense Logistics Agency's Office of General Counsel. Our goal is to provide the finest legal services to our clients.

Our attorneys provide advice and counsel in many legal areas, including:

  • government contracts
  • bid protests
  • personnel law
  • environmental law
  • ethics
  • business integrity
  • alternative dispute resolution

Our office represents DLA Troop Support in litigation before the federal courts and various administrative agencies, such as the Armed Services Board of Contract Appeals, the Equal Employment Opportunity Commission, the U.S. Merit Systems Protection Board and the Government Accountability Office.

Business Process Support

The Business Process Support Directorate provides advice and assistance to the DLA Troop Support commander and five supply chains in directing the management and flow of corporate information, including:

  • the evaluation of business processes.
  • implementation of policies and procedures.
  • workflow systems and electronic procedures.
  • the evaluation of critical business metrics.

BPS serves as the focal point for DLA Management Information System initiatives and the review, evaluation and implementation of procedures impacting the operation of DLA Troop Support. BPS is the principal advisor and assistant to Troop Support leaders in directing the implementation of agency policies and objectives related to the DLA planning, order fulfillment, technical and quality processes in DLA Troop Support’s supply chains, as well as ensuring cross-process functionality of all enterprise business systems processes. BPS also ensures participation on DLA planning teams devoted to creating models for all enterprise transformation initiatives.

Procurement Process Support

The Procurement Process Support office assists DLA Troop Support's acquisition workforce with training and guidance to continuously strengthen the procurement process.

Procurement Process Support Divisions
 

Programs: Responsible for the development, application and modification of contracting programs, manages acquisition training, the DAWIA Contracting Certification program, the Contracting Officer Warrant program and the Business Opportunities office, and monitors continuous learning points for the contracting workforce.

Compliance: Exercises oversight of the DLA Troop Support acquisition mission to ensure compliance with applicable statutes and regulatory guidance.

Contract Review: Performs oversight of the acquisition process through pre- and post-award reviews

Pricing and Strategy: Provides analysis and other technical advice on cost and price matters, and assists with acquisition planning. Also serves as Competition Advocate for DLA Troop Support.

Systems and Procedures: Manages the development, application and modification of contracting systems and procedures.

Public Affairs/Corporate Communications Office

The Corporate Communications Office strives to effectively communicate the DLA Troop Support mission to stakeholders worldwide. As a branch of the Strategic Communications Division, Corporate Communications is responsible for the coordination and execution of a full spectrum of internal and external public affairs functions.
