DLA Land and Maritime - VP

The Product Verification Unit works to assure the quality of DLA stock, and to improve the process of delivering logistics support at a reduced cost. Services provided include:

  • Providing quality material that meets our customer's requirements.
  • Reducing failure costs incurred for non-conforming material received from suppliers by verifying conformance of material to contract specifications.
  • Tracking supplier's performance for future source selections and Best Value Contracting.

 Testing Options

Actions taken enhance quality of the vendor base by identifying problem areas and contractors serving to reduce delays during the acquisition process. Some testing requirements are determined prior to contract solicitations in accordance with the prescribed drawings, specifications, or bidsets. Testing/ product verification is also conducted to ensure stock integrity, and to improve the process of delivering logistics support at a reduced cost. Test instructions are established by the Engineering Support Activity or the Product Verification Program Office as required. DLA, Military/Government, and Commercial labs are utilized to perform these types of testing. PVP is tasked to provide funding, tracking testing for the center, and providing test results to the cognizant Land and Maritime POCs.

 Directed Testing

Testing requested by personnel within the individual control points that includes: DCIS/legal investigations, PQDR investigations, Independent Lab Testing (ILT), and acceptance testing.   Product Specialists requesting directed testing may submit a ZT test request through SAP and assign one of the DLA Land and Maritime-PVP specialists as the Test Coordinator within the "Contact Person" tab.

 Customer Returns Improvement Initiatives (CRII)

Customer Returns Improvement Initiatives (CRII) Program was developed to prevent the DLA Depots from receiving non-conforming customer return items selected for inspection that had a history of at least one PDQR. Product Assurance Specialists (PAS) at DLA Land and Maritime can also request NSNs to be added to the program.

 Critical Safety Items (CSI)

This program tests items deemed critical by the Military services in varying categories: mission critical, flight safety and personal safety. Non-conforming and/or premature failure of these parts can cause mission failure, loss of equipment and/or loss of life. This program is DLA mandated.

 Government Production Lot Testing (PLT)

The purpose of PLT is to ensure critical processes are in control during production and/or to verify critical/major characteristics comply contractually requirements during production that cannot be verified after final assembly and/or to ensure that critical manufacturing processes are in control during production.

 Product Verification Testing (PVT)

Pre-acceptance PVT testing is conducted after production and after the contractor has tendered lots for Government acceptance.

PVP develops Test plans to verify technical conformance of critical/major characteristics.

 Target Sampling Model (TSM)

Target Sampling Model is a DLA mandated program to validate critical application items located at the depots, in utilizing current technical data.

The TSM includes prevention, appraisal, internal failures and external failures.

Target populations are selected from all DLA stock by filtering based groups of risk and impact factors.

Risk is the likelihood of failure, and impact is defined as when a failure occurs, how severe could it be.

 Test for Cause

Utilizing quality assurance data, the PVP office will complete trend analysis to determine high risk contracts and/ or items to validate quality.

Test for Cause ensures DLA stock integrity and provides a proactive quality assurance screening for the customer.

 Government First Article Testing (FAT)

Testing and evaluating the first article sample for conformance/ capability with specified contract requirements before or in the initial stage of production of the contract quantity.

The purpose of FAT and approval is to ensure that the contractor can furnish a product that meets the contract’s technical and quality assurance requirements, and therefore minimizes risks for both the contractor and the Government.
