First Destination Transportation and Packaging Initiative (FDTPI)

What is FDTPI?

  • Designed to reduce acquisition costs, this program unbundles the cost of packaging and transportation from the total acquisition cost.
  • FOB Origin freight terms
  • Packaging Initiative was implemented March 2013
  • Transportation Initiative was implemented October 2013
  • Participating Supply Chains are Land and Maritime, Aviation, Construction and Equipment, and Industrial Hardware
  • Class IX repair parts, and some Class IV construction materials and Class VII major end items

Transportation Overview

  • Changes transportation terms from FOB Destination to FOB Origin
  • Shifts Transportation responsibility from Supplier managed to DLA managed
  • Requires that Suppliers remove transportation costs from their bids
  • Requires that Suppliers register to use Vendor Shipment Module (VSM)
  • Eligible Supply Chains include Land and Maritime, Aviation, Construction and Equipment and Industrial Hardware

Vendor Shipment Module (VSM)

  • Web based at https://vsm.distribution.dla.mil
  • VSM Process Flow (.pdf flow chart)
  • An instruction guide for processing shipments in Vendor Shipment Module (VSM) is located behind the “HOW TO” tab in the VSM toolbar.  
  • Accessed by Cage Code
  • Allows Supplier access for viewing all pending contracts
  • Offers printing access for MIL STD and interior and exterior packaging labels, packing lists, bills of lading, and small parcel tracking labels

Packaging Overview

  • Incorporates American Society of Testing and Materials (ASTM3951) for inbound new material procurement whenever possible.
  • Mil Standard packaging is still required in some circumstances. See solicitation and award documents to determine eligibility.
