Mr. Kevin Kachinski

Acting Executive Director, Operations, DLA Logistics Operations

Kevin Kachinski is a senior logistician and organizational leader with over 30 years of experience following assignments with the Office of Secretary of Defense, Special Operations, Multinational Forces and U. S. Government Agencies. Kevin joined DLA in 2014 and leverages decades of government service and leadership in policy development, supply chain management, logistics operations and crisis response. He is currently responsible for coordinating and synchronizing day-to-day current operations of DLA’s worldwide logistics, acquisition and technical support services in support of combatant commands (CCMD); military services; federal, state, and civil agencies; and foreign governments.

In March 2021, Mr. Kachinski returned to DLA from Kabul, Afghanistan where he served as Director for Sustainment, Combined Security and Transition Command (CSTC-A) as a Senior Mentor to the Afghan Ministries and the Senior Logistics Officer within the Resolute Support, NATO mission. He was responsible for planning and executing security assistance and foreign military sales and support contracts worth $3.2 billion annually to support multi-echelon host nation and coalition force sustainment and logistics operations.
Previous DLA assignments include (Acting) Executive Director, Mission Support Directorate (J32), which includes three distinct portfolios and a diverse team of 300 government civilians, U.S. and coalition military and defense contractors to provide rapid deployment teams to support program management and contingency acquisition in direct support of Combatant Commands, U. S. Government Agencies, and Multi-National operations; early engagement and partnering with Major Defense Acquisition Programs (MDAP) that have benefited from DLA contracts including global storage and distribution for the F-35 Joint Strike Fighter program. Additional DLA assignments include Functional Lead for Industrial Base Integration as part of OSD’s COVID-19 - Joint Acquisition Task Force in early 2020.

In 2017, he was assigned as the Category Manager (CM) for Transportation and Logistics Services (T&LS) where he led a government wide effort in direct support of the President’s Management Agenda and Business Reform. The CM for T&LS encompassed over $28 billion in annual spend and efforts to synchronize contracts and identify best-in-class solutions for logistics services, fuel delivery, packaging, and transportation of all kinds for the entire Federal Government.

Mr. Kachinski also held the position of Director of Special Operations customer accounts for U.S. Special Operations Command (USSOCOM) and its Components.

Mr. Kachinski is a former United States Army Colonel, retiring in 2014 with 28 years of commissioned service. During his military career, he served in U.S. Embassy assignments conducting Foreign Military Sales as well as numerous assignments with Joint and Army Special Operations units.

Mr. Kachinski completed his undergrad at Norwich University and later earned an MBA from Central Michigan University. He completed the Life Cycle Executive Leadership Program with the Institute for Defense and Business at Duke University and the Senior Executive Fellows Program in Public Policy from the John F. Kennedy School of Government at Harvard University.
