MIL-HDBK-512 and Data Item Descriptions (DIDS)

This handbook is a guide for Military Acquisition Activities (AA) in the preparation of Requests for Proposals (RFPs) with respect to a parts management program, and will help determine to what extent parts management should be for a given program. It will also identify those elements in a proposal to manage the selection and use of parts. This document will also provide insight for the contractor in the preparation of RFP responses in that it will allow the contractor to identify parts management program attributes that are considered important by the government.

Explanation of Evaluation Codes

The evaluation codes used by the PMAT for part evaluation requests are provided below.

A0 - Part approved for use throughout system.
A1 - Part given limited approval; specification for replacement being prepared or specification dated but no QPL.
A2 - Part given limited approval, see remarks.
DO - Part disapproved, use preferred military replacement.
D1 - Part disapproved, military specification in preparation, availability date as specified.
D2 - Part disapproved, use preferred commercial replacement.
D3 - Part disapproved, use preferred non-government standard replacement
TA - Document is adequate for procurement.
TI - Document is inadequate. Revise as specified and resubmit.
TN - No document received.
NO - Insufficient information to evaluate, resubmit with data.
N1 - Part is not under PMAT purview.
N2 - The submitted part is not recommended for approval due to reliability, maintainability, contract restriction, etc. A replacement part of the same form, fit and function is not available. All alternate parts could require redesign.
N3 - Duplicate part number was submitted. Part previously evaluated under log number specified in remarks.

When document evaluations are performed along with a part evaluation, an "A" (adequate for procurement), and "I" (inadequate for procurement) or "N" (for no document received) will follow the part evaluation code (e.g. A0I).

Information Paper - Parts Management Program

To meet today's performance-oriented environment, and understanding the need for commercial parts, we have changed our support services to the military and its contractors. Our services will be based on the customers needs.

  1. What is the Parts Management Program (PMP)?   The PMP, which is a Department of Defense program, promotes the use of standard parts in the design of weapon systems, subsystems, and equipments. It also considers engineering, standardization, acquisition, and related integrated logistic support. The program provides for a systematic review of proposed or currently used parts lists by DoD personnel, and will give contractors the necessary information for today's quickly changing market. These reviews give information on proposed parts regarding quality, reliability, contractual requirements, cost effectiveness, part obsolescence and its occurrences.
  2. What are the Benefits of a Parts Management Program?    Use of a PMP will reduce total cost of ownership of the weapon system, as well as, acquisition costs, lead time, risks, and parts proliferation. The program:
    • Promotes standardization.
    • Achieves life cycle cost savings.
    • Enhances the interchangeability, reliability, and availability of parts.
    • Reduces unit cost through use of standard parts.
    • Serves as a repository of shared data from Government, contractors, and part suppliers.
    • Ensures adequate part documentation for procurement.
    • Addresses and manages parts obsolescence and Diminishing Manufacturing Sources (DMS).
  3. Adapting to Acquisition Reform.    Acquisition reform resulted in a change from MIL-STD-965 to MIL-HDBK-965. The handbook provides guidance to the Acquisition Activities (AAs) and contractors in determining the needed level of parts management with respect to the performance and logistics support requirements of the system or equipment being developed. In MIL-HDBK-965, four predetermined parts management options are available to the AAs and the contractors for specifying in the contract or statement of work.
  4. How Will Defense Logistics Agency (DLA) Provide a Value-Added Service to Your Acquisition Strategies?    Today, contractors are often confronted with selecting a variety of parts without the needed infrastructure to fully research those decisions. To assist the contractors in their selections, DLA has three Military Parts Control Advisory Groups (MPCAG), located at Columbus, OH, Philadelphia, PA, and Richmond, VA. They will provide technical advice on electronic/electrical and mechanical parts on an individual part basis, or on parts lists at no cost. Our review of these parts can provide alternatives to reduce costs, times, risks, and parts proliferation, while improving quality and supportability through the use of existing, proven, standard parts. The reviews are based on MPCAGs' historical data, contractual requirements, and supplied parts data. Some of the other useful services are:
    1. Parts and Stock Availability.    We provide information to help identify parts obsolescence trends within the commercial marketplace. DLA stock availability, spare parts procurement plans, and approved alternate national stock number information can also be provided.
    2. Commercial Part Recommendations.    Our recommendations cover a variety of different reliability levels from commercial standard parts, to unique military parts, and to space level parts. The MPCAGs will provide recommendations tailored to the contract or customer requirements, i.e., commercial standard parts such as Commercial Item Descriptions (CIDs) and Non government Standards (NGSs); engineering drawings (e.g., Standard Microcircuit Drawings (SMDs) and DLA Supply Centers' engineering drawings).
    3. DMS.    We provide reviews on individual parts and part listings for DMS impact on producibility, supportability and maintainability. These reviews have been used by contractors and acquisition activities in deciding the need or desirability of redesign; bridge and life-of-type buys; part and printed circuit board emulation; and other solutions.
    4. Minimize Duplicate Part Numbers.    Duplicate part numbers can exist across various divisions and programs within the company enterprise, especially when companies merge or reorganize. We can review several corporate parts listings for duplicate part numbers and consolidate the parts listings, and, at the same time, offer new Government recognized standard parts for inclusion to the consolidated parts list.
    5. Responsiveness.    Individual requests identified as being urgent can be responded to within 24 hours. Routine reviews are handled in about eight days. Larger part list reviews will take longer depending upon urgency, size, and complexity of submitter's criterion.
    6. Partnering.    We will partner with the Original Equipment Manufacturers (OEMs) and the acquisition activities in the following areas:
      • Assist in developing a viable parts management plan.
      • Provide advice on request for proposals relating to Parts Management Program.
      • Provide assistance in the Single Process Initiative by providing advice on concept paper and facilitating "block changes".
      • Participate in technical interchange meetings with contractors and its subcontractors, and Military Service Program Offices.
  5. Corporate Baseline.    We are working with OEMs to review their corporate parts listings (called corporate baseline) against the MPCAG's database known as Modernized Parts Control Automated Support System (MPCASS) with the intent to improve the variety of standard parts that would be available. This information would be of significant value to military systems and equipment developers.
  6. Centralized Part Advisor.    We will continue our role as the centralized part advisor to the acquisition activities and industry. We have access to a large range of data not available elsewhere. Also, our personnel have access to supplier engineering, quality, and management personnel on a daily basis when they are performing their standardization and qualification activities.
