Acquisition Executive, DLA Land and Maritime
Mark A. Brown is the Acquisition Executive at Defense Logistics Agency Land and Maritime located in Columbus, Ohio. DLA Land and Maritime has more than 2,500 joint military and civilian professionals at 37 locations worldwide to include three DLA Depot Level Reparable detachments, four detachments supporting U.S. Naval Shipyards and at deployed units. DLA Land and Maritime manages about two million spare and repair parts. Mr. Brown also performs the duties of Head of Contracting Activity (HCA) for DLA Land and Maritime. He assumed his position and was inducted into the Senior Executive Service in March 2018. In 2020, DLA Land and Maritime’s sales exceeded $4 billion.
Mr. Brown was born in Lewistown, Pennsylvania. He is a retired Navy Captain with 27 years of military service. He received his commission from Officer Candidate School in Newport, Rhode Island. He holds a Bachelor’s degree in Business Education and a Master’s degree in Educational Administration from Shippensburg State College in Shippensburg, Pennsylvania. Mr. Brown also holds a graduate degree in Acquisition and Contracting Management from the Naval Postgraduate School in Monterey, California, and a graduate degree in National Resource Strategy from the Industrial College of the Armed Forces in Washington, D.C.
Mr. Brown held a variety of command and staff assignments during his military career, including serving as a Supply Officer aboard the USS Emory S. Land, La Maddalena, Italy, and as the Special Assistant and Executive Assistant to the Principal Deputy, Assistant Secretary of the Navy for Research, Development and Acquisition. Other management positions included Deputy Commander of Defense Contract Management Agency’s Aircraft Integrated Maintenance Operations in Birmingham, Alabama and Deputy Director of DCMA Baltimore in Maryland.
Prior to assuming his current position, Mr. Brown was Director of DLA Land and Maritime’s Procurement Process Support Directorate. In this position, he served as the focal point for DLA/DOD acquisition policy development and oversight, integrity, and compliance, specifically related to the contracting process for the DLA Land and Maritime supply chains.
His awards and decorations include the Meritorious Civilian Service Medal, Defense Superior Service Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal and Navy Achievement Medal.
