Counterfeit Detection and Avoidance Program (CDAP)
The Defense Logistics Agency (DLA) is firmly committed to providing the highest quality parts at the best possible price and so we must remain aggressive in our efforts to prevent counterfeit parts from entering into the DLA supply chain. We look forward to working with our partners in both Government and industry to maintain an environment where successful practices and procedures for the detection and avoidance of counterfeit and suspect counterfeit items are shared.
Federal Supply Class (FSC) 5962 Microcircuits, Electronic
FSC 5962 is a supply class containing electronic parts identified as being high-risk for counterfeiting. As a result, additional requirements exist in contracts where FSC 5962 items are being supplied that call for vendors to provide documentation of traceability or a test report prior to the shipment of parts. Vendors are required to provide this documentation both electronically and in paper copy, and are required to deliver a completed DLA L&M Form 918, “Traceability/Test Documentation Cover Sheet”, with each submission of the documentation of traceability/test report. NOTICE: A new revision of the DLA L&M Form 918 was published and released on September 22, 2017. The DLA L&M Form 918 (August 2017) supersedes all previous versions of the form and should be used by suppliers for all FSC 5962 contracts effective immediately. DLA will not accept submissions of the December 2014, April 2015, March 2016 or NOV 2016 versions of the DLA L&M Form 918 for any contract awarded after the date of release of the August 2017 form. The form was updated to align with requirements of DFARS 252.246-7008, Sources of Electronics Parts and DLAD Procurement Note M01.
DLA purchase orders and contracts awarded after November 7, 2016 will contain new contract language in Section B of the order. The new contract language, titled FEDERAL SUPPLY CLASS (FSC) 5962 ELECTRONIC MICROCIRCUITS (Nov 2016) requires the contractor to provide the Government with documentation of traceability or a test report prior to the shipment of parts and prohibits the contractor from shipping material until they have received written authorization from the contracting officer to ship the parts.
