Acting Deputy Commander
Defense Logistics Agency Energy

Bruce Blank is the acting deputy commander of Defense Logistics Agency Energy effective May 10, 2019. He previously served on a rotational assignment, as a Special Assistant in the Office of the Assistant Secretary of Defense, Logistics and Materiel Readiness. His duties included Materiel Disposition Policy and Category Management where he served as the Acting Category Manager for Transportation and Logistics Services.

Prior to this assignment, he was the director of DLA Energy’s Procurement Process Support Directorate, starting in September of 2014.  In this role, he had the primary responsibility as the Chief of the Contracting Office with delegated responsibility for acquisition programs valued in excess of $8 billion.  

Prior to this assignment, he served as the deputy director of Supplier Operations responsible for the acquisition divisions within the Supplier Operations. This included a broad array of acquisitions of supplies, such as military and commercial specification fuels, aerospace energy products, natural gas, electricity and services, such as operations of government-owned fuel facilities, commercial fuel storage, energy savings performance contracting and utilities privatization.  

Prior to this assignment, Blank served as director of the Bulk Petroleum business unit starting in June 2009. In this assignment, Blank was responsible for the business unit’s worldwide acquisition and management of assigned primarily military specification products and fuel-related services and international agreements.

Blank also attended the Industrial College of the Armed Forces, now known as the Dwight D. Eisenhower School for National Security and Resource Strategy, graduating in June 2009.  Before departing for ICAF in August 2008, Blank was the Deputy Director of the Energy Enterprise business unit responsible for contracting and technical support for the military services in efforts to privatize government-owned utility infrastructure.  From 2005 to 2007, Blank managed DLA Energy’s Natural Gas Program.
 
Blank rejoined DLA Energy in 2003 after serving as a Corporate Energy Manager for Armstrong World Industries where he was responsible for the worldwide management of the company’s energy purchases and risk management, utility contracts and rate intervention, and solid and hazardous waste disposal contracts. 

Blank began his career with DLA Energy in 1992 serving in a number of different contracting positions within the Posts, Camps and Stations and Alternative Energy business units. 

He has a Bachelor of Arts degree in History from Lafayette College where he graduated in 1990. He also holds a master’s degree in European Studies from the Katholieke Universiteit Leuven and a Master’s in Public Administration from Troy State University. Additionally, Blank completed the Senior Acquisition Course while attending ICAF. He is certified in Contracting at Level III under the Defense Acquisition Workforce Improvement Act and is a member of the Defense Acquisition Corps.
