Headquarters construction

Construction on the new DLA Troop Support headquarters facility on Naval Support Activity Philadelphia will begin in summer 2017. The construction is needed since it will cost more to repair the current Bldg. 36 than to build a new one. The expected completion date is March 2019.

The new building will have four stories and be LEED certified, to signify its energy efficiency.

MILCON update: Fencing will impact parking beginning June 13

Due to the construction of the new DLA Troop Support headquarters building, fencing will be put up to block off the site beginning Tuesday, June 13, 2017. The temporary fencing will extend along Wood Avenue, down the south side of Bldg. 36 to Patrol Road, down Patrol Road to the north side of Bldg. 12, along Young Street and then come through the large parking lot along Foster Avenue. The fencing and construction areas will close approximately 300 parking spaces. Attached you will find a map of those parking spots that are affected.

Open parking will still be available in the north lot of Bldg. 36, as well as other areas on the compound. Five carpool spots have been allocated in the Bldg. 36 north lot, alongside the Oxford Avenue gate. Additional parking will be available in the Robbins Ave lot, which is located outside the main gate, across from Bldg. 1. Also, parking spaces have been created down by the ball field on the south side of the base.

It is understandable that this project may be inconvenient for some. It is the goal of leadership to make this process as painless as possible. Base shuttle

The base shuttle will be operate to accommodate employees who park near the ball field beginning Tuesday, June 13, 2017. The shuttle will circle the compound during the hours listed below to transport employees to their respective buildings.

The first stop for the shuttle will be at the parking lot in front of Bldg. 9. Shuttle loop takes approximately 15 minutes to circle the base.

Shuttle operation times

6 - 9 a.m.

11:30 a.m. - 1:30 p.m.

3 - 6 p.m.

Employee parking questions

Q: Will there be reserved handicapped spaces among the new spaces near the ball field?

A: No current DLA handicapped spaces will be affected by this phase of the project. The handicapped shuttle can be called down to the ball field area is someone needs service.

Q: For all who don't park outside the compound - During construction, will there be a specific area in the Robbins Avenue lot where DLA Troop Support personnel will be permitted to park?  If so, will the parking area be marked as open parking so we won't get a ticket for parking in the incorrect spot? 

​A: A majority of the Robbins Avenue lot parking spaces are open to the compound.  There are some NAVSUP marked spaces which DLA employees should not park in, so they will not be subject to ticketing.
